Two reports, two positions on the fate of Niko Peles at the head of the Parliament.
But the final word will be given to Thursday's plenary session. 24 hours before the Parliament meeting, Top Channel journalist Elda Menga revealed the Democratic Party's report, which lists 5 violations that, in the Democrats' belief, are grounds for terminating the Speaker's mandate.
The main accusation for Niko Peleshi's dismissal is the one-sided stance of the Speaker of Parliament in the service of the party that has placed him at the top of the state pyramid, transforming the Parliament into a "puppet theater" with his political boss as the conductor.
"The fact that the Prime Minister has lost his nerve, is tired and feels unworthy to face the parliamentary debate can never mean that he can set the line of behavior for the deputies of the Albanian Parliament, or can come to the plenary session and behave as he wants in violation of the Constitution. The plenary session hall cannot be transformed by a scheming Prime Minister into a "puppet theater", is quoted in the DP report, which Top Channel has.
The Democrats refer to two sessions specifically on September 16, called and conducted by them in violation of the deadlines provided for in the Constitution and the Rules of Procedure, where draft decisions were approved through an expedited procedure without respecting the deadlines, as well as the session on September 18, where, according to the report, the Speaker of the Assembly did not allow the opposition to discuss the political program and the composition of the Government, giving the floor to "Diella", the virtual minister.
"The Constitution of Albania, as well as the Rules of Procedure of the Assembly in spirit and in letter, have sanctioned the status and figure of the Speaker of the Assembly, as a person who stands above the parties and serves to resolve and mediate problems that may arise during parliamentary activity, although initially proposed and elected by a specific political party. From the facts, applicable law and legal analysis, it is clear that Mr. Niko Peleshi does not fulfill this special status, as with his behavior, actions and inactions he has shown completely one-sided behavior, which incites tension and conflict between the parties, making it impossible for the normal development of the parliamentary debate," the report states.
The DP report, like the SP's, will be put to a vote in Thursday's session, but the opposition's request is simply a political act, as 71 votes in favor are needed to dismiss the Speaker of the Assembly.
