The lawyers of Tirana Mayor Erion Veliaj have reacted after the public announcement made by the Secretary of the Tirana Municipal Council, regarding the call for a meeting of the Municipal Council for September 23.
Veliaj's lawyers state that "this announcement does not contain any decision-making by the Municipal Council itself regarding the guarantee of the Mayor's constitutional right to be heard, defended and expressed his position, as foreseen in any serious and fair process that could lead to a decision to terminate the constitutional mandate."
The lawyers also state that the function of the Secretary is purely administrative, not political and not decision-making, and that he has no legal authority to make decisions on behalf of the Council.
Announcement from Veliaj's lawyers:
Regarding the meeting called by the Tirana Municipal Council
On September 22, 2025, the Secretary of the Tirana Municipal Council made public an announcement (there is no official announcement) on the call for a meeting of the Municipal Council, scheduled for September 23, at 4:00 PM.
This announcement does not contain any decision-making by the Municipal Council itself regarding the guarantee of the Mayor's constitutional right to be heard, defend and express his position, as foreseen in any serious and fair process that may lead to a decision to terminate the constitutional mandate.
The Secretary of the Municipal Council has no legal authority to make decisions on behalf of the Council, much less to interpret how the Mayor should exercise his right to protection. The function of the Secretary is purely administrative, not political and not decision-making.
One more day before the meeting:
• The Mayor was not officially informed about the purpose of the meeting;
• The agenda has not been sent;
• The reasons or materials on which the dismissal is alleged have not been disclosed;
• The right to be heard and protected is not guaranteed.
We recall that the Mayor is in pre-trial detention, through a disproportionate security measure, which significantly limits his ability to be present voluntarily or to effectively follow a process that could affect his status as elected by the citizens of Tirana.
The Mayor, Mr. Erion Veliaj, remains awaiting a clear and documented decision-making by the Municipal Council, which fully guarantees his right to exercise his defense and to be heard, as is the right of every citizen of the Republic of Albania, especially one democratically elected.
