In today's session at the GJKKO, starting at 11 am, several important characters from the "Partizani" Affair file are expected to appear, with defendants Sali Berisha, Jamarbër Malltez and others.

Former Minister of Economy, Genc Ruli, whose role was key in the privatization of the former "Partizani" complex, has been called to testify.

He has been there since the first days of Berisha taking power in 2005 and together with former Defense Minister Fatmir Mediu, privatization procedures began in record time.

An important step was the government's passage of amendments to the law on property restitution and compensation, placing this structure under the full control of Prime Minister Berisha and changing some of the conditions for privatization.

Before the black platoons of the GJKKO, Ruli will have to answer why it was necessary to urgently launch the privatization procedures of the largest sports center in the heart of the capital, measuring 26,000 square meters, which in the end was paid only 14,000 euros.

There is an interesting moment in the SPAK file on the “Partizani” affair that is related precisely to the way in which the privatization payment was made. On December 17, 2008, at a government meeting, Genc Ruli praised Berisha for a VKM for changing the methodology for paying for the value of the facility, which was previously made only in lek, while now it is envisaged that 20% will be made in lek and 80% in privatization bonds and securities. Berisha does not spare a “bravo” to his subordinate.

The conversation, transcribed in the SPAK file

Genc Ruli: No, the auction is just a doctor's office, but we invested 20% in lek and 80% in securities.

Sali Berisha: Bravo, give this announcement, because this is also an innovation.

Ruli: Tell me, how did you value the securities of these people? I will defend the owners, I will be their lawyer. That is, how can we make them favor, take them, because you kept them for someone else, you took advantage of them.

Sali Berisha: We owe them the securities because we have not distributed them, we must find ways to help them, to remove these securities. We have done this very well, I completely agree with you, because we cannot take them, absolutely. Give this news, it is very important news, that it was approved, that 80 percent will be paid with securities only by the owners.
