EU says it has received guarantees from Tirana for the Sazan project

European Union Enlargement Commissioner Marta Kos stated on Monday that the Albanian government has guaranteed the European Commission that the more than 1.4 billion euro tourism project, linked to Jared Kushner, will respect European environmental standards.

"We have received guarantees from the Albanian government that a full environmental impact assessment will be carried out and that European environmental standards will be respected," Kos said during a press conference.

The statement comes at a time when the luxury tourist project on the Albanian coast has sparked massive protests and public debate over its impact on environmentally protected areas.

Albania is considered one of the most advanced countries in the European Union accession process, after Montenegro. However, to complete the accession negotiations, Tirana must harmonize its legislation with the acquis communautaire, including environmental protection standards.

Just a few days ago, the European Commission's spokesperson for Enlargement, Guillaume Mercier, called on Albanian authorities to act "without delay" to avoid jeopardizing the accession process, following concerns raised by Brussels regarding the project.

His comments caused reactions in Tirana, as they were interpreted as a preliminary position of the European Commission, while the environmental assessment process is still ongoing.

Kos struck a more conciliatory tone, underlining that the protests are part of fundamental European values.

“The fact that this is happening while Albania is going through the accession process is significant. This process is legally and politically binding and subject to continuous monitoring and evaluation. This provides the strongest guarantee that Albania’s nature and environment will be protected in line with European standards,” she stated.

The European Commission had previously raised concerns about legal changes adopted in February 2025, which provide for special exemptions for investments worth over 50 million euros.

According to Brussels, this category also includes the project supported by Affinity Partners, the company linked to Jared Kushner, which has received special access from Albanian authorities.

Commenting on foreign investments, Kos said that for the European Union, respect for the law is important, not the origin of the capital.

"Regarding foreign investments, they are important for every candidate country and for member states. For us, it does not matter so much where they come from, but whether they are carried out in accordance with European Union legislation," the commissioner said.
