The investigation into corruption with farmers' funds, the EU suspends funds for Albania

The European Union has suspended funds for agriculture from the IPARD II funding program following investigations by the union's anti-corruption office, which raised suspicions about the financing of fictitious and non-existent projects.

Voxnews.al addressed the European Commission with a request for information via e-mail. In the response, the EC says that the suspension of project financing is a preventive measure until the end of the investigation by OLAF, the European anti-corruption office.

"At this stage, the European Commission has taken precautionary measures based on the preliminary information provided by OLAF. As a preventive measure for the protection of the financial interests of the European Union, the European Commission has temporarily stopped the reimbursements to the Albanian authorities for the expenses incurred within the IPARD II program", says the EC response.

According to EU procedures, when OLAF submits its final report, the European Commission will inform the Albanian authorities, possibly canceling the funding entirely and request the return of money given to projects that are proven corrupt, as a measure to protect the financial interests of European taxpayers.

The investigation of the European anti-fraud office started in 2019. In 2021, OLAF investigators raided the offices of the Agricultural and Rural Development Agency in Tirana, where they took computers and official documents.

The investigators have received copies of the officials' communications through official e-mails, while part of the file is suspected to have also been their communications through personal mail.

For this, Voxnews.al learns that a good hand may have been offered to the EU investigators by the Iranian hackers through the publication of the materials obtained during the attack on the Albanian electronic systems.

The European Union supported Albania with over 600 million euros from 2014 to 2020 within the IPARD 2 program.

Investigations into the misuse of this fund may lead to the blocking of funding within IPARD 3, where Albania has benefited from EU support of 112 million euros for farmers this year alone.
