The Chairman of the Board of Directors of Radio Television of Albania, Leka Bungo, at the Media Commission today, revealed what happened in the process of electing the new chairman of RTSH, where 8 candidates were disqualified from the race, among them well-known names in journalism.
He stated that it was an irregular and manipulated process, with the unfair elimination of 8 candidates from the race.
According to him, one of the two names that passed the race for this position, Aurora Polo, is in open conflict of interest and is in violation of the law. Bungo also made a meaculpa when he said that he allowed a member of the council, Mevlan Shanaj, from Vietnam to vote.
"Regarding the race for the election of the new general director after the resignation of the former director, I have this to show, I have documented it one by one. I think that the illegality in the electoral process is conscious because from all the documentation I have here, all members without exception know, have read it, I have told them, that the election of a candidate like Aurora Polo who entered the race, does not meet the main criteria for Director.
This illegality began many months ago with Polo, who, proposed by the then director, for the same reasons should not have been elected as deputy director. She was elected by a majority vote. The law that prevented her election is the same law that continues to prevent it, it is an article that says 'the deputy director, director and heads of administrative units of RTSH must have the same legal support, must have over 10 years of work and not less than 5 years in the written or audiovisual media'", he said.
Regarding the procedures that have been violated, Bungo states that there is a lack of transparency in RTSH, and that there is a stalemate between the Board of Directors and the Administration, which according to him, the latter does not implement the Board's decisions. According to Bungo, the lack of transparency is done in order to avoid revealing the violations committed there by the directors over the years.
"Now we are coming to the procedures that were followed in the last meetings. In our council there have often been deadlocks and they have been very subjective, which have hindered the work from time to time. There is an old contradiction between the Steering Council and the RTSH administration. Based on the documentation that is available, there are 18 decisions of the Council that have not been implemented by the Directorate.
There is a lack of transparency in RTSH and this is the cancer in that institution, and this is not unintentional. It has been kept under wraps so that the exploits that the leaders of that institution have committed do not come to light. I think that the lack of transparency is a big minus, serious and brings trouble. Even after the mess, and the cancellation… that there were legal shortcomings in the process, and one of the responsible ones is me as the chairman of the Council. Because even though I am the chairman, I only have the keys to the straw in my hand. That is, the chairman cannot act even when he finds a violation, even when a member mocks him and does not come to the meeting and takes the money, he still cannot say anything.
And the vote for the deputy director is illegal, and it was voted again with a majority of votes for the director. I was the only one who was against it then, and this time. Someone at the meeting where I was absent said why I am not, while at the previous meeting I said that I do not agree with your opinion and will take it to court and until it is resolved by the court, I will not participate in the meeting", he said.
Bungo said that Polo does not meet the criteria for the position of Director General, because, among other things, she graduated in engineering and has not worked as a journalist, and that she has a conflict of interest and has a business.
"Aurora Polo graduated in engineering and has never worked a single day in the media, she has a conflict of interest. She should have brought this document that I have here, which says that she has a business. She should have resigned as director, then run. She is in the office, in the director's chair, and makes decisions, the day before yesterday she appointed new employees.
So this has been my position and it is, there is another detail that I should not have allowed one of the council members to vote from Vietnam, this is my fault and I apologize, I take the blame and the responsibility, I should not have allowed it. I make a mea culpa, I did not know, I do not want to justify myself. I take all the blame because it did not bring consequences and from a legal point of view you have nothing to do with me. At the end of the vote it did not bring consequences", he said.
