42 environmental organizations request a meeting with Begaj: the Law on
Protected areas in Albania

A group of 42 environmental organizations and 39 academics and environmental experts requested a meeting with the President of the Republic of Albania, Bajram Begaj regarding the changes that the Albanian Parliament approved a few days ago in the Law on Protected Areas.

"Our goal for the meeting with the President is to return this law for a second look and ensure that our Protected Areas remain exactly that way; protected", say the organizations through a statement.

"On February 22, 2024, continues the statement of environmental organizations, a new law was passed that could forever change the appearance of our natural landscapes."

This law, according to the organizations, allows the construction of hotels and other infrastructure facilities right in the heart of Protected Areas.

Even the Delegation of the European Union in Albania has insisted on the need for a broad consultation on the changes that were undertaken in the Law on Protected Areas.

"The adoption of laws on matters covered by EU legislation presupposes genuine and comprehensive public consultation, as well as a predictable and transparent process", said the Delegation of the European Union after voting on the changes in the parliament.

The biggest concern of environmental organizations from the new amendments to the Law on Protected Areas is related to allowing the establishment of "accommodation structures of excellence, 5 stars or more, in the field of tourism or agro-tourism within Protected Areas, as well as with the powers given to the National Council of the Territory in determining the rules and criteria for the development of these areas, although this council is a collegial structure and does not include public consultation in its decision-making".

In January 2022, the Albanian government reviewed the borders of the Natural Protected Areas in Albania, and the first negative consequences have appeared in some of the removed areas.

The government was strongly criticized by a UNESCO-ICOMOS mission to Butrint, which expressed deep concern over the removal of 600 ha from Butrint National Park.

According to the mission, the decision represented a change in the protection regime of a sensitive part of the buffer zone of the National Park, part of the world heritage.

The mission said that the World Heritage Center had not been informed about the change of borders and the mission had made it clear to the Albanian authorities that they should submit an official request to the World Heritage Committee regarding this change./VOA
