SPAK/ Bledar Cafi

Bledar Cafi , also known by the surname ( Bokrri ), was arrested in the early hours of this morning at his apartment in Shkodra.

The operation codenamed " High Wall " was carried out by the State Police and the BKH, under the direction of SPAK.

According to the State Police announcement, the Special Court had imposed the security measure "Arrest in prison" on Cafi on September 25, 2026.

SPAK accuses him of "Trafficking in narcotics", committed in collaboration in the form of a structured criminal group, "Structured criminal group" and "Commitment of criminal offenses by a criminal organization and a structured criminal group".

But this is not the first time Bledar Cafi's name has been linked to investigations and convictions for drug trafficking.

Conviction in Italy and arrest in 2021

On June 4, 2020, the Court of Trieste in Italy sentenced Caf to 4 years and 2 months in prison for drug trafficking in large quantities.

In January 2021, the State Police arrested him in Shkodra with the aim of extradition to Italy. At the time, he was internationally wanted and the Italian authorities were seeking him for the criminal offenses of “Participation in a structured criminal group” and “Drug trafficking in large quantities.”

"The 41-year-old man convicted of the criminal offenses of 'Participation in a structured criminal group' and 'Drug trafficking in large quantities' has been captured and arrested for the purpose of extradition to Italy," the State Police announced in January 2021.

Bledar Cafi's name also appeared in a State Police report. According to this report, Bledar Cafi and his brother,

Gëzim Cafi, were the subject of verifications by Operation Force of Law. The report referred to their convictions inside and outside Albania and the family's assets and economic activities.  

According to the same report, Cafi had business activities in Albania, including a coffee bar, fishing activities on the Buna River, and a unit for the wholesale and retail trade of food products in Shkodra.

Five years after his arrest by Italian justice, Bledar Cafi is back in jail.

This time the arrest is related to an investigation by SPAK. In the same operation, the Police and BKH structures carried out checks to find Endrit Dokles, also known as Indrit Dokle.

Dokle has been wanted since 2024 and the Criminal Court of Kosovo has imposed the measure "Arrest with Imprisonment" on him for charges related to drug trafficking and a structured criminal group.
