The Mayor of Tirana, Erion Veliaj, will not participate in today's Municipal Council meeting, which is scheduled to take place at 3:00 PM.
The request of the Municipal Council to allow Veliaj's presence was rejected by SPAK. The Council had requested that the mayor be physically present at the meeting or, if that was not possible, to participate via videoconference.
The request was forwarded to SPAK and the General Directorate of Prisons, considering that Veliaj is currently in detention.
According to the information made public, the decision not to allow participation was based on the provisions of Law No. 81/2020, “On the rights and treatment of prisoners and detainees”, which sets out the rules for the treatment and rights of persons in detention, as well as the competences of the relevant institutions.
The Municipal Council had argued that Veliaj's presence was necessary for the discussion and review of issues related to the functioning of the Municipality of Tirana.
The agenda of today's meeting also includes a discussion on the draft law on the administrative-territorial division of local government units.
In its request, the Municipal Council also referred to Decision No. 66, dated November 3, 2025, of the Constitutional Court, arguing that the participation of the mayor in the Council meetings is directly related to the exercise of his institutional responsibilities.
