You can't recommend anyone and anyone can't do it! The hostess would beat them all again! The traditional reformed, modernized hostel, supported production, its processing, is the solution! To get to that point, we need to see, accept, solve the real problems of the farmers;

1. The earth, the end as wealth and as economic assets.

- It must be protected from intensive and unstoppable cultivation;

Therefore, I propose:
Moratorium of the process, decisions that turn the agricultural and cultivable land into the realm for building;

- New irrigation schemes must end the irrigation of wells that are censoring water resources and depleting the land with salt.

Ndaj propozoj:
Moratorium per leje per ndertim HC ne lumenj e perrenj qe sherbejne si burim per vaditje;
Marreveshje te qarta me HC egzistuese e qe kane kufizuar burime ujore per vaditje;
Rimarrje te rezervuarve te vegjel, te mesem e te medhenj, dorovitur kryesisht politikisht tek kultivues te padobishem peshku e qe sherbejne per fare pak investime si burime ujore per vaditje;
Plan kombetar per skema te reja vaditjeje per te mbrojtur burimet ujore nentokesore e token vete nga vaditja me puse.

3. Plehrat kimike, te shtrenjta, me efektivitet te ulet e nje pjese jashte perdorimit evropian
Si te tilla:
- Duhet verifikuar, pershtatur dhe unifikuar lista e produkteve pleheruese etj, me listen e te tilla produkteve te njohura e perdorura nga BE;
- Duhet hapur tregu, duhet hequr cdo barriere qe ka perqendruar tregun, zeruar konkurrencen, rritur abuzivisht cmimet-nga te dhenat zyrtare, kete vit ka ndodhur abuzim i tmerrshem me cmimet kur kane shitur me cmime 2 here me te larta se sa cmimi ne dogane;
- Duhet rregulluar me ne fund tregu; nuk mund te shese gjithkush, pavaresisht njohurise, produkte pleheruese, pesticide e fungicide posacerisht, preparate mjekesore per blegtorine;
- Duhet te marre fund tregtia e produkteve pleheruese pa asnje reference ne analizat mbi perberjen e tokes, fidanit dhe cilesise se tij, kushtet klimatike.

Ndaj propozoj:
Ndryshim te ligjit per produktet pleheruese, VKM-ve, Urdherave e Udhezimeve te dala ne zbatim te tij;
Heqje te ekskluziviteteve qe sherbejne si barriera qe kufizojne tregtimin e lire e konkurrues te produkteve pleheruese me shumice;
Normimin e shitjeve tek bujku jo vetem te fiskalizuara me fature por edhe me kontrata pergjegjesie per cdo abuzim e deshtim;
Venien sa me pare ne zbatim e berjen efektiv te ligjit te ri per mbrojtjen e bimeve, plotesimin me akte nenligjore te domosdoshme.

4. Prodhimi, vendas, kombetar, cilesor e sasior.
Si i tille:
- Duhet te ndryshojme kahjen e zhvillimit te prodhimit; na ka vene perpara tregu, kerkesa e tij, norma e fitimit, shpejt e perhere;
- Duhet te ndryshojme rajonalizimin qe tregu e deshtoi, per ta zevendesuar me nje program te ri prodhimi;
- Duhet te adresojme nevojen jetike per prodhime qe ndikojne edhe sigurine kombetare, dritherat kryesisht;
- Duhet nje ekuiliber i ri i detyrueshem qe garanton edhe kultivimin por edhe qarkullimin e kulturave per te mbrojtur token;
- Duhet te pershtatim sa me pare ciklet e prodhimit me ndryshimet klimatike ne funksion te produktivitetit por edhe ekonomise se prodhimit;
- Duhet mbrojtur prodhimi nga kostot qe e nxjerrin ate jashte tregut.

Ndaj propozoj:
Studim kombetar per ndryshimet klimatike, efektin e tyre mbi prodhimin, ciklet e prodhimit per ti pershtatur ato ne funksion te produktivitetit dhe kapjes se hershmerise e vonshmerise, te rendesishme nga pikpamja e perfitimeve.
Kostifikim te prodhimit sipas kulturave e sipas cikleve te prodhimit, per te ndalur e dhene fund abuzimit me cmimet nen kosto qe bejne te pavlere prodhimin;
Mbeshtetje buxhetore te posacme per permiresimin ne fara, prodhimin e tyre ketu e prej tyre prodhimin e dritherave cilesore e ne sasi.

5. Shitja, grumbullimi, perpunimi, eksporti, proces akoma kaotik dhe abuziv.
Si te tilla;
- Duhet ti japim fund prapambetjes uleritese, kufizuese, perjashtuese nga tregjet me fitimprurese ne vend e ne evrope;
- Duhet ti japim fund grumbullimit spontan, i paprogramuar, i pakontraktuar, asfare fleksibel dhe abuziv ne cmime;
- Duhet ti japim fund eksportit po te tille, shpesh me pasoje mashtrimin e bujqve e vete eksportuesve, i pasigurt ne rikuperimin e vlerave;
- Duhet te kapercejme paketimin qe e mburrim si perpunim, drejt perpunimit te vertete, te shumefishte te nje produkti duke krijuar vlere te shtuar ketu.

Ndaj propozoj:
Burse kombetare te produkteve te fresketa bujqesore e jo vetem; Nese e shquajne si te veshtire, atehere nje platforme te unifikuar te tregut, te cmimeve te perditshme, online, trasparente dhe e detyrueshme per cdo shitje nisur nga kerkesa dhe oferta, jo nga perfitimi i nje grumbulluesi;
Licensimi i grumbullesve dhe eksportuesve per ti dhene fund e nxjerre nga tregu mashtruesit dhe ata qe refuzojne aktivitetin me baze kontraten
Plan kombetar per krijimin e nje industrie te re te perpunimit te produkteve bujqesore, moderne e multifunksionale, shoqeruar me lehtesi fiskale, e cila jo vetem krijon vlere te shtuar ketu, por sherben edhe si rregullator ne treg.

6. Regjimi fiskal, kaotik, i paqendrueshem, me ndikim ne rritjen e kostove te prodhimit dhe frenues i perpunimit.
Si i tille;
- Duhet ti japim fund kaosit me taksat e tatimet mbi prodhimin, lendet e para, blerjen, shitjen, grumbullimin dhe eksportin, perpunimin; sot per fat te keq per disa lende te para kemi taksa ne dogane, per disa jo, per disa kemi TVSH, per disa jo, ne blerje nuk kemi TVSH por ne shitje kemi, kur kultivojme vetem nuk kemi tatim mbi te ardhurat deri ne 14 milion leke por kur behemi bashke kemi tatim mbi te ardhurat 5%;
- Duhet te vendosim ne, do e kemi fshatin me tatime e taksa, prodhimin te tille apo jo?! Ne kater vite, nga 2014-2018 ishim te qarte dhe clirues, favorizues per prodhimin qe u shoqerua me zhvillim e rritje; kemi nje hap te forte pas nga 2019-ta.

Ndaj propozoj:
Fiskalizim te plote te te gjithe zinxhirit te prodhimit bujqesor-nga bujku deri tek dyqanet e hapura e te mbyllura te perimeve kudo, regjim fature fiskale si kusht per funksionimin ne treg; fiskalizim te plote edhe per lendet e para qe perdoren ne bujqesi;
Barazim te skemes se tvsh ne shitje e ne blerje, nga bujku tek grumbulluesi, perpunuesi ne tregun e brendshem, e detyrueshme per formalizim dhe favorizuese per prodhimin vendas, perpunimin e tij, vleren e shtuar ketu;
Takse e tvsh zero per inputet bujqesore ne kushtet e rritjes alarmante te cmimeve, paralajmerimit per shtrirje te tyre si te tilla ne dy cikle prodhimi;
Takse e tvsh zero per te rikuperuar bagetite e qumeshtit, te cilat, i kemi humbur gjate dy viteve te fundit duke i konsideruar pasuri kombetare, jo thjesht pasuri e bujkut.

7. Sistem ligjor pagesash, perkunder atij informal e me para ne dore.
Si i tille;
- Duhet ti japim fund sistemit aktual te pagesave, teresisht i paligjshem, pa fatura e me para ne dore, i vonuar pertej disa muajve dhe asfare me cmimet e shitjes, abuziv; imagjinoni, sot bujku ne serre, punon e rropatet 4-5 muaj per prodhimin-ne fushe akoma me shume, e dergon prodhimin tek grumbulluesi dhe duhet te prese 5, 6, 7 muaj per te marre parate e tija dhe, pas kaq kohe nuk merr parate sipas cmimit me te cilin shiti, por shume me pak, madje dhe nuk i merr fare, rene ne mashtrues; kjo eshte e verteta.

Ndaj propozoj:
Ligj i ri per pagesat ne bujqesi e blegtori, i cili, vendos kontraten dhe faturen fiskale si dokumenta baze te shitjes e blerjes, afate te qarta dhe norma interesi te detyrueshme per cdo vonese; per mua 30-40 dite per te paguar per mallin qe ble e me cmimin e rene dakord ne kontrate apo faturen fiskale, eshte boll!
Analize prej agjencive shteterore e menjehershme per detyrimet e papaguara nga grumbulluesit dhe eksportuesit ndaj bujqve, kompani per kompani, hartimi i nje plani e kalendari shlyerjesh te menjehershme nen mbikqyrjen e Ministrise se Bujqesise.

8. Mbeshtetja buxhetore e drejtperdrejte, e paqendrueshme, e pamjaftueshme sic per asnje sektor tjeter.
Si e tille;
- Duhet ti japim fund paqendrueshmerise se skemave mbeshtetese, burokracise se tyre qe duket e qellimte per te favorizuar klientelizmin e korrupsionin, perjashtimit alogjik e banal-i plotesoj kushtet e shpallura por skualifikohem se nuk ka para mjaftueshem, qesharak kur lopen e 9-te e perjashton dhe te 10-ten e paguan edhe pse jane te njejta; apo kur e paguan per 50 lope por nuk i jep nafte per sasine e tokes ne funksion te ketyre lopeve;
- Duhet ti japim fund skemave qe bejne bashkime formale-ne aplikim!!!!!!!!, nuk nxisin bashkimin real e nuk paguajne produktivitetin, cilesine.

Ndaj propozoj:
Pagesa te drejtperdrejta per cdo kilogram prodhim bujqesor apo blegtoral, pa perjashtuar kerkend e duke nxitur produktivitetin;
Pagesa te drejtperdrejta per cdo strukture bujqesore ne prodhim e grumbullim, perpunim, eksport, duke nisur nga serra, permes parimit qe paguan ate qe eshte bere jo ate qe eshte ne plan per tu bere; shmang burokracine e mbi te gjitha klientelizmin e korrupsionin;
Pakete e posacme per mbeshtetjen e eksperimentimit te farerave per drith e prodhim te tyre ketu, prodhimin e drithit po ketu;
Pakete e posacme per rikuperimin e bagetive per qumesht e mish qe i himbem ne keto vite;
Pakete e dedikuar per te rikthyerit nga emigrimi afatgjate qe kerkojne te ndertojne ketu ekonomi bujqesore e blegtorale.

Mbi te gjitha, rikthim tek e majta! Sot ne fshat, e gjithe ekonomia, cdo strukture i eshte leshuar privatit. Prej 30 vitesh, edhe pse Kushtetuta i njeh te dyja format e pronesise-publike e private, madje flet edhe per konkurrencen mes tyre, edhe pse boterisht njihen edhe dy format e prodhimit, asgje publike nuk ka ne fshat e asgje nuk ofrohet si sherbim apo prodhohet prej asaj qe eshte publike. Te kuptohemi, tani eshte vone, shume vone qe publikja te dominoje ne fshat, por struktura publike qe sherbejne per te thyer kartelet e inputeve bujqesore apo kartelet e grumbulluesve, per te nxjerre bujkun, punen e prodhimin e tij nga shfrytezimi e zhvatja e tyre, jane te domosdoshme. Une personalisht, i kam zene shpesh grumbulluesit ne skema abuzimi-mosgrumbullim per disa dite, ne funksion te diktimit te cmimit NE ULJE; dhe ja kane dale. Bujku nuk eshte kurre zot i cmimit te prodhimit te tij, madje nuk di do e shese apo jo.

Prodhimi bujqesor eshte delikat, nuk rron pertej ciklit, ndaj perfundon edhe ne kanal. Nje strukture publike magazinimi, frigoriferimi do e thyente kartelin e grumbulluesve dhe qellimet e tyre ne dominim e ulje te cmimeve. Keto struktura publike, magazinimi, frigoriferimi, perpunimi, do vlenin pa fund per kete, mbrojtur bujkun e prodhimin e tij nga abuzimi ne treg. E njejta gje vlen edhe per inputet bujqesore, per te ndalur abuzimin e tmerrshem me fuqine ekonomike te karteleve ne kurriz te bujqve. E them shpesh, nuk eshte turp te jesh nga fshati, te jesh fshatar, bujk! Nuk eshte turp te jesh i majte! Eshte zgjidhje madje!
