Socialist MP Petro Koçi has not spared criticism of the Government today regarding public procurement.

Speaking from the floor of the Assembly, Koçi said that in Albania, public finances are not considered sacred, but the one with the longest hand gets the most.

According to him, "procurements in Albania make them pregnant with dirt". Furthermore, Koçi said that these companies win tenders at a very high price and then give them to subcontractors at a lower price. He also mentioned the criteria that in some cases predetermine the winner of the tender.

"And when the procurements are done as they should practically, we have a lot of doubts in general as a society. We have to accept that in Albanian society, public finances are not considered sacred, they think of them as the cake for the 100th anniversary of independence in Tirana, where the one with the longest hands and the biggest mouth gets the biggest part. In general, procurement in Albania is pregnant with dirt. I want to welcome the initiative of the Prime Minister who has said that this is a process that will be reviewed by including international standards and protagonists in this process.

What I want to emphasize is the fact that it often happens that the same subjects receive several projects within a short time, where in fact their capacities are limited and it is difficult to use them in one project and then in another.

The second issue is then with the subcontractors. How is it possible that a company wins a procurement and then subcontracts a certain operational process to another subcontractor at a much lower price.

The other thing that happens is that often the criteria of prosecutions actually predetermine the winner. I am glad that the law has been improved, but I think there is more room to fix it. Another issue is that in a certain institution it happens that the same subjects receive the same public procurements" , said socialist deputy Petro Koçi.
