The head of the CEC, Ilirian Celibashi , has responded to attacks from the Socialist Party regarding the decision to announce on Monday the results of the electronic voting and counting of votes in unit 10 and the Municipality of Vora.
Celibashi explained that electronic voting and counting is a pilot project and as such, agreed upon in meetings with political parties earlier, it will be tested to see how the device works, how much integrity it provides for the secrecy of the vote, and more.
"We want to test how the device works, how much integrity it provides for the secrecy of the vote, and so on. We know very well that the transmission is done immediately, we don't need to test this. In this form, it has been agreed to be implemented," he said in "Opinion", while emphasizing that we will make the result public the next day, around 8-9 am.
Celibashi: Electronic voting and counting in unit 10 and the Municipality of Vora is a pilot project, which was implemented with the consensus of all political forces, including the Democratic Party as the main opposition party.
In all the discussions we have had regarding the possibility of expanding electronic voting in this election, we did not have the agreement of the DP to expand this further, and it gave its consent to the realization of this pilot project.
According to the assessment that was made at the time we made this decision, the DP had considerations that the system that we apply for electronic voting and counting does not offer the trust and guarantees for it as a subject. However, they said that beyond this, it is time to apply it again in a pilot form.
When we discussed the timing of the announcement of the results of this vote, it is clear and they say that if we are not testing whether the device transmits the result immediately, we have doubts and negative considerations from a technical point of view about the counting process. We want to test how the device works, how much integrity it provides for the secrecy of the vote, and so on.
We know very well that the broadcast is done immediately, we do not need to test this. In this form it has been agreed to be implemented. We will make the result public tomorrow, around 8-9 am.
They are documents produced by electronic voting and counting devices. Some of the operators who have managed the devices, when they have carried out the closure, have also applied the command to print them. In a way, it is official. It is the result produced by the device, and this will be confronted with what the device holds as data.
