The full file of SPAK with the accusation of Sali Berisha's corruption to favor his son-in-law in the benefit of the former sports complex owned by the Partizan club reveals many details of his actions and inactions as Prime Minister and leader of the majority in 2005- n.

Among the actions, according to the SPAK file, is the intervention to extend the application deadlines of the 2004 law on the return and compensation of property.

Article 19 of the law, which was approved in 2004 by the socialist majority, provided that the expropriated subjects to gain the rights provided for by it had a one-year deadline to submit new requests for return, or property compensation.

The law entered into force on August 31, 2004, which means that the deadline for applications was until September 15, 2005. In May, the socialist majority changed the application deadline to two years, until September 15, 2006.

SPAK says that in order to come to the aid of the families who sought ownership of the former Partizani complex, who had authorized Jamarbër Malltez to represent them through powers of attorney, the government of Berisha proposes to change the law in 2006.

According to the new changes, in Article 17 point 1 of the law, it was determined that the expropriated subjects for the acquisition of their property rights have the right to file new requests until October 1, 2007.

In addition, SPAK says that with the July 2006 changes proposed by Sali Berisha's government, the provision prohibiting the acquisition of ownership of army properties was removed.

This article was amended by providing that the property of the Armed Forces that are not part of the army expansion plan, approved by the President of the Republic, could be subject to restitution and privatization.

SPAK assesses that the other legal changes and the issuance of new decisions of the Council of Ministers, which led to the establishment of the Property Return and Compensation Agency, were made to favor the applicant families for the benefit of the property of the former Partizani complex.

SPAK says that the changes increased Berisha's power over this agency, where in at least two cases people were later hired who had been involved in the preparation of the files of the former owners seeking to take over the complex.
