It is not often that the president of Serbia is criticized loudly. Aleksandar Vu?i?, whose ruling style has autocratic features, is very stable in power. However, after the surprising change of course on the issue of Kosovo, this Thursday in the Assembly of Serbia, they openly insulted him, calling him a traitor.
As the head of state defended his change of course in parliament, nationalist opposition politicians held placards and signs. Their demand is: "No delivery". They want a clear rejection of the plan proposed by Germany and France to end the current tensions between Serbia and Kosovo, which does not mean formal recognition between these states, but for them to accept the existence of these states.
A member of the clerical-nationalist party called Vucic's course "unprecedented" and told the president that he "has no constitutional rights". Applause for the president was constantly heard from the ranks of the ruling party, but this cannot hide the fact that Vu?i? was under great pressure.
This pressure comes from outside. The day before the president was to explain his policy to parliament, US Secretary of State Anthony Blinken called him on the phone. The USA demands the final escalation of the situation in the Balkans.
Skeptic and representative of the state
Vucic defended the new line for an hour and a half in the parliamentary session. It relies on rapprochement, rather than military threats, as was the case a few weeks ago. Vucic tried to calm those present: nothing has been signed yet, the talks will continue.
Vucic was skeptical: The numerous points listed in the Franco-German plan for establishing peace in the region are difficult or unacceptable. But Vu?i? also represents the interests of the state: A step towards relaxation is in Serbia's vital interest. It refers to the orientation towards the European Union.
This is his stated goal, Vucic assured in an interview just a few weeks ago. The Serbian leader does not want to jeopardize EU membership and therefore says today: Serbia must stay on the "European path", because "many things" depend on the EU, such as "investments, living standards, pensions and salaries".
Vucic's political origins

The fact that many nationalists are now calling for treason has something to do with Serbia's history, but also with Vucic himself. He comes from a nationalist movement and tolerates demonstrations in support of Putin's war against Ukraine. His new chief of the secret service, Aleksandar Vulin, is an avowed friend of Russia. In addition, Vucic does not support sanctions against Russia. This does not go together with EU rapprochement.
In Serbia, it is considered that Kosovo, which was discussed in the parliament, is "a breakaway province". The slogan "Kosova = Serbia" is written on several highway overpasses near Belgrade.
Therefore, for the nationalist-minded Serbia, the recognition of Kosovo's independence is unthinkable. While the president was speaking in parliament, an elderly gentleman on the street said that without Kosovo, Serbia would lose its identity.
One woman even calls Kosovo the "Jerusalem of Serbia" and warns that the issue is not only viewed politically. For him, this is about the Serbian spirit. Ordinary citizens must now fight for what she believes is right before God: “We dare not allow our Serbian land (Kosovo) to be divided. But don't worry, she will remain Serbian forever, for sure," says the woman.
Time to change course
However strong the criticism, now may be the right time for Vucic to change course. Serbia's president needn't fear a fall – he and his party were clearly confirmed in last year's election, while the next regular election is three years away.
Vucic can also sell as a success the fact that the Kosovo government no longer prevents the establishment of the Association of Serbian Municipalities. It is a step that was achieved only with great pressure from the USA and the EU on the Prime Minister of Kosovo, Kurti.
However, the Association should grant broad rights of autonomy to the Serbs living in Kosovo, mainly in the municipalities in the north and south of the country.
The majority wants EU membership
The normalization of relations between Serbia and Kosovo should be welcomed above all by the young population of Serbia, those who clearly have a pro-European orientation. The majority of Serbian society also wants to see their country in the European Union, although support for the EU has recently declined somewhat.
Even the president knows this. In an interview for ARD, Vucic recently said: "If you ask people where they want to live, you always get the same answer: in the European Union." So we need to sort out this mess in the region, create peace and security – and then you can tell people that we need to focus on the future and I have no doubt that our future belongs to Europe and the EU . We are part of Europe".
Vu?i? seems to be very specific about his policy now - even when it is known that it will take a long time before a real reconciliation between Kosovo and Serbia. / German television ARD
