CIA Director William Burns is said to have offered Russian President Vladimir Putin 20% of Ukrainian territory to end the war as part of a peace plan drafted on behalf of President Joe Biden.
The news is announced by " Newsweek " magazine, citing the Swiss-German newspaper, "Nzz". Burns reportedly presented the plan in mid-January, according to senior German politicians cited as sources.
