ASSOCIATION/ Escobar: Whether Kurti accepts it or not, it must be implemented

The US Deputy Assistant Secretary, Gabriel Escobar, has spoken about the Kosovo-Serbia dialogue, as well as yesterday's developments in the Serbian Assembly where there were clashes over the Kosovo issue and the Franco-German plan.

Regarding the latter, Escobar said that it is "a wonderful guide" and that he hopes that both parties accept it and start implementing it immediately. However, he emphasized the Association of municipalities with a Serbian majority, which he said should be implemented.

"But in the meantime, there are many areas that exist within the Brussels Agreement that remain unfulfilled. One of the most important is the Association of municipalities with a Serbian majority," he said.

However, Escobar did not say whether the clause on the Association is included in the Franco-German plan, saying he could only reveal that it is a provision that Kosovo and Serbia must implement all past agreements.

He also had a comment about Prime Minister Kurti's rejection of the Association, even though yesterday he presented the six conditions for his acceptance.

"However you go forward in the EU-facilitated dialogue, you will have an Association [of Serbian-majority municipalities]. That's why I always say it will be implemented at some point. Whether or not the current government in Kosovo accepts the legal obligation, it is not an agreement between Kurt and Serbia. It is an agreement between Serbia and Kosovo. That's why I keep saying it will happen. It will be the basis of the normalization agreement. This cannot be done," Escobar clearly told Pavlovic Today.

In the newspaper's question about what is so specific and urgent now about the implementation of the Association, Escobar mentioned two reasons as the most important.

"What is specific and urgent now is one: over the last year and a half, we have seen a series of escalating confrontations between Serbia and Kosovo, all centered around the treatment of Serbs in the north and how they interact with the Government of Kosovo. So, one, we have to break the cycle of confrontations and near-violent conflicts,” Escobar replied.

Another factor that makes the formation of the Association of Serb-Majority Municipalities an urgent item on the US-European agenda is the ongoing war in Ukraine.

"What will help us resolve this conflict will be two things, US-EU unity and NATO solidarity. So, we cannot waste the capacity of our generation in conflicts within the territory of Europe", said Escobar.

“Europa duhet të jetë e lirë, paqësore dhe e bashkuar ndërsa përballemi me kërcënime reale të sigurisë jashtë kontinentit, jashtë hapësirës sonë transatlantike. Kështu që ne duhet ta bëjmë atë. Dhe kështu, në kontekstin e kësaj, gjermanët dhe francezët propozojnë këtë udhërrëfyes, të cilin ne e mbështesim plotësisht. Ai përsëriti se Asociacioni s’do të jetë një Republika Srpska dhe se do të jetë komplet në përputhje me ligjet e Kosovës.

“Pra tani brenda këtij konstrukti, qëndrimi ynë është që duhet të jetë diçka që nuk e shkel Kushtetutën e Kosovës, sipas ligjeve të Kosovës, që nuk krijon probleme për funksionalitetin e Kosovës. Me fjalë të tjera, asnjë model i Republika Srpska. Tani, ajo që bën, për mendimin tim, është se e ndihmon Kosovën të marrë përsipër shërbimet dhe çështjet që serbët në veri aktualisht kërkojnë nga Beogradi t’i bëjë – do të transferohej, të gjitha ato shërbime duhet të ofrohen nga Qeveria e Kosova. Dhe nëse Serbia ka ndonjë zë në të, kjo duhet të bëhet në mënyrë transparente, dhe përsëri, sipas ligjeve të Kosovës. Pra, ky është vizioni ynë. Çfarë do të bënte kjo, do t’u ofronte këtyre komunave aftësinë për të koordinuar dhe krijuar ekonomi të shkallës për gjëra të tilla si arsimi, kujdesi shëndetësor—të gjitha në gjuhën serbe—heqja e mbeturinave, shërbimet e ambulancës, llojet e gjërave që komunat tashmë i bëjnë, por ato do të jenë në gjendje të koordinohen mes tyre, për ta bërë atë të funksionojë për ta. Dhe nga mënyra, siç e bëjnë ata, duhet të jetë pa probleme. Njerëzit nuk duhet të ndiejnë ndonjë ndryshim në jetën e tyre ose ndonjë ndryshim negativ në jetën e tyre ndërsa ne ecim përpara në këtë drejtim.”
