Delegates to the Vietnam Communist Party congress, which began this Monday, were provided with Samsung tablets without internet connectivity, had no access to the mobile phone network and will have to stay in designated accommodations.

This is reported by Reuters, citing two sources informed about the matter.

The measures are part of tighter security that has been put in place for the week-long event, which takes place once every five years, where 1,600 delegates will elect the country's top leader for the rest of the decade, with the current party chief, To Lam, seeking reconfirmation and more power.

In strict measures even by Vietnamese standards, where the one-party state monopolizes information, mobile connections were blocked at the congress site in Hanoi and surrounding areas, according to a Reuters reporter at the conference center.

Delegates, who will vote on an unspecified date this week to elect the party's 200-member central committee and approve the congress resolution, were provided with tablets with intranet-only functions to work on internal documents during the event, two people said, declining to be identified because information about the congress is considered sensitive.

Delegates gathered on Monday for a preparatory session in a red-carpeted conference hall, with leaders on stage beneath a large statue of party founder Ho Chi Minh and images of Karl Marx and Vladimir Lenin.

Delegates will also be banned from carrying their cell phones into Congress starting Tuesday, a third person said, although the cellular network blockage still makes them useless for communication.

Representing some 5.6 million party members in a country of 100 million people, delegates were also instructed to stay in designated accommodations during the week of the congress, including those from Hanoi.

Guidelines issued to journalists covering the congress prohibit them from carrying cell phones. They can use their own computers, but can only connect to the event's network.

Journalists “should not cause any negative impact on the image or reputation of Vietnam, its senior leadership, or delegates in any form,” according to instructions sent to foreign media by Vietnam’s Foreign Ministry.
