The Vetëvendosje Movement, as the winning party of the February 9 elections, is responsible for proposing the speaker of parliament and forming the government.

So far, the 61 votes required for these processes have been missing. However, a collaboration with the NISMA party would enable the Vetëvendosje Movement to do so.

On Thursday, Haxhi Avdyli, a member of the Guxo party but who ran on the Vetëvendosje Movement list, said that this party has reached an agreement with NISMA and has secured 61 votes, but that they are still seeking more, as they consider that they have secured the votes of non-Serb minority parties.

Reaching an agreement with the party that has only three MPs has been denied by the elected MP of the Vetëvendosje Movement, Arbëreshë Kryeziu Hyseni.

These political calculations of the Vetëvendosje Movement, according to experts, will prevent the constitution of the Kosovo Assembly by the end of April.

"I do not believe that there can be any movement until at least April 26, when the 30-day period expires from the day of certification of the national elections, which means that we are going into legally unrecognized territory, and then I believe that there will be a re-introduction of the president, because it is impossible for Kosovo to remain without institutions," said Dritëro Arifi, a political expert.

To escape this impasse, experts say that President Vjosa Osmani should also be involved.

However, based on political statements and blockades in the Assembly, experts believe that the country is heading towards extraordinary elections.

"Both Vetëvendosje and other Albanian parties are interested in a certain way that if there is no stable government, they are interested in everyone going to extraordinary elections," he said.

Even on Saturday, in the continuation of the constitutive session of the Kosovo Assembly, no movements are expected that would pave the way for the formation of institutions.

The failure to constitute the Kosovo Assembly on April 15 came after the report of the Temporary Committee for the Verification of the Mandates of Deputies was not approved. On Thursday, the second failure came after the report was not put to a vote.

The third attempt to constitute the Assembly is on Saturday at 12:00.
