"Crime is getting out of control," Trump authorizes deployment of 300

President Donald Trump has authorized the deployment of 300 National Guard troops to Chicago to address what he calls out-of-control crime.

The decision came just hours after immigration authorities said they had confronted protesters in the Democratic-led city and shot an armed woman when she and others crashed their cars into law enforcement vehicles.

For weeks, state and local leaders have criticized Trump's plans to send troops, calling it an abuse of power. Illinois Governor JB Pritzker said Trump is trying to manufacture a crisis.

The announcement came at the same time that a federal judge in Portland, Oregon, another liberal-leaning city, temporarily blocked the Trump administration from sending 200 troops there.

Judge Karin Immergut called Trump's rhetoric on the situation in Portland "detached from the facts," and declared that the administration's action violated the Constitution. She said that using the military to suppress protests without the consent of the state of Oregon jeopardized the sovereignty of that state and others, adding that it also fueled more tensions and fueled protests.

Immergut ruled that the administration's justifications for the deployment risked blurring the line between federal civilian and military power, to the nation's detriment.

While it is not yet clear whether the troops have arrived in Chicago, any such deployment is expected to face legal challenges.

Chicago is the latest city (most of them run by Democrats) to become the target of controversial troop deployments, along with Washington, Los Angeles, Memphis and Portland.

These deployments have raised legal and constitutional questions, as National Guard troops are usually deployed by a state's governor, and centuries-old laws limit the use of the military for domestic affairs.

Protests against increased immigration enforcement measures have increased in Chicago, many of which have taken place outside the premises of the US Immigration and Customs Enforcement (ICE).

“Amid the violent unrest and anarchy that local leaders like Governor Pritzker have refused to stop, President Trump has authorized 300 National Guard troops to protect federal officers and assets,” said White House spokeswoman Abigail Jackson. “President Trump will not turn a blind eye to the lawlessness that has engulfed American cities.”

On Saturday, shortly before Trump authorized troops to go to Chicago, U.S. Border Patrol personnel shot and killed an armed woman in Chicago after a group of people rammed their cars into immigration agents' vehicles. The woman was armed, the statement said.

Her condition remains unclear. According to authorities, she presented herself at a local hospital.

Earlier in the week, President Trump spoke about the continued deployment of troops to American cities during a meeting with senior military leaders.

He told them that he wanted American cities to be used as “training grounds” for American troops so that they could prepare to face the “enemy within” and suppress the unrest.
