The European Union on Friday called on parliamentary parties in Kosovo to accept the latest decision of the Constitutional Court regarding the establishment of the new Assembly, saying that "there is no more time to lose" in this political impasse.
Kosovo's Constitutional Court ordered the deputies of the Kosovo Assembly to elect the new head of the legislative body through an open vote and conclude the constitution of the Assembly within 30 days.
The EU described this decision of the Constitutional Court as an "important clarification", according to an announcement by the EU Office in Kosovo.
She also called on parliamentary parties to find the "necessary compromises" and move quickly with the appointment of the speaker and vice-presidents of the Assembly.
The decision has been welcomed by parties that were in opposition last term, but has been criticized by the party, Vetevendosje.
Vetevendosje called the decision arbitrary, the Democratic Party of Kosovo, and the Democratic League of Kosovo, called it a constitutional and democratic victory, while the Alliance for the Future of Kosovo spoke of overthrowing the dictate.
According to the decision of the Constitutional Court, a candidate cannot be put to the vote more than three times.
Vetevendosje has so far only proposed Albulena Haxhiu for the post of the first of the Assembly, as even after the preliminary judgment of the Constitution, it had argued that she could be elected through a secret ballot.
The Constitutional Court said that the presiding judge of the session, Avni Dehari, did not act on the basis of this court's earlier judgment of June 26, adding that all sessions held from June 27 to July 26 "shall be declared invalid".
It ordered the chairperson of the constituent session to proceed with item 3 of the agenda of the constituent session, approved on 8 April 2025, i.e. the appointment of the chairperson through an open vote.
Kosovo has been plunged into a political crisis as a result of the failure to establish new institutions after the February 9 elections.
MPs have failed since April 15 to form a new Assembly – a necessary step for the formation of the new government – as neither party won a majority to govern alone.
Vetevendosje won 48 seats, and other parliamentary parties have refused to vote for its candidate for president of the Assembly, for whose appointment at least 61 votes are needed.
While Vetevendosje insists that Albulena Haxhiu is a worthy candidate, some of the largest parliamentary parties, such as PDK, LDK and AAK, dismiss her as "divisive"./Rel
