Azerbaijan is the country at the center of the investigation into former German intelligence chief August Hanning, arrested on suspicion of espionage and treason.

According to a report by Der Spiegel, the person who allegedly ordered a security analysis from Hanning was an Azerbaijani intelligence operative.

Investigators are examining whether Hanning used classified information, provided by a senior BND official, to prepare the analysis and whether it was ultimately handed over to the Azerbaijani operative.

The identity of the foreign state was not made public when German authorities announced the arrest of the former head of the BND.

Prosecutors had stated only that Hanning was suspected of using classified information in an analysis prepared for a person connected to a foreign intelligence service.

New reporting links this person to Azerbaijan.

Hanning's ties to Azerbaijani officials have been documented before. According to reports, the 80-year-old was a board member of the German-Azerbaijani Forum, a fact also documented in a statement from the organization published in July 2025.

Hanning, who headed the BND from 1998 to 2005, was arrested on Tuesday at his home in Nordwalde, near Münster. His former colleague, Manfred D., was also arrested in Bavaria.

The latter had served as Hanning's chief of staff and then continued to hold senior positions in the BND until March 2026.

According to investigators, the two allegedly reached an agreement in the spring of 2010 under which Manfred D. would provide Hanning with intelligence information in return for payment.

Prosecutors suspect that classified information was also used by Hanning during his private activity as a security consultant.
