The 'dirty' lobbying for 200 million euros of the online sports betting industry!

Legally, betting has been legalized since April 1, but exercising this activity without a license is illegal.

Two months after the law entered into force, the special commission set up for the granting of licenses has not yet been set up.

The reasons for the delay are not related more to the lack of offers than to the strong lobbying that is being done for the names that will be part of this commission, since according to the law, five of its seven members can be persons not related to public administration. 

On the plate are 10 licenses for the industry that can generate up to 200 million euros per year. Their evaluation and selection will be done by the license commission that the law provides to be set up at the Gambling Supervision Authority.

The problem is that this commission has not yet been filled with its members. For two appointments, which the law foresees to be part of the state administration, namely from the Financial Intelligence Agency and the Information Society Agency, the selection of names is simpler.

Sources of Voxnews.al claim that the process has stalled in the appointment of five ministries, namely the Ministry of the Interior, Finance, Economy, Social Affairs and Justice.

The reason is related to the legal provisions that enable these ministries to select members from outside the administration. Sources claim that there is a feverish lobbying of interest groups, where some of the names proposed as members are suspected to be sponsorships of the underworld, which sees the sector as a golden opportunity, not only to make profitable business, but also to clean the money obtained from illegal activities.

The selection of members, as the sources claim, is expected to be carried out within the month of June. Currently, the Government has determined the amount of payment for each meeting of this commission, where according to the decision of May 22, 35 thousand ALL will benefit the chairman and 30 thousand ALL the members.

The law underwent some last-minute changes, where the provision that the chairman belonged to the Ministry of Finance was removed and his selection was scheduled by secret ballot of the majority of the committee members. The change, as the sources claimed at the time, was the result of the lobbying of the Minister of the Interior, Taulant Balla, with the aim of taking over the entire licensing process.

Veç këtij aktiviteti, grupi dyshohet se ka pastruar në ndërtim dhe resorte miliona euro të ardhura qoftë nga bastet, qoftë edhe para të dyshuara me burim trafikun e drogës.

Burimet thonë se në Shqipëri, Veysel Sahin po tenton të hyjë përmes kompanive guackë në bashkëpunim me biznesmenë dhe persona të tretë, shtetas shqiptarë.

Si u ndryshua ligji në minutat e fundit

Ligji i miratuar më 15 shkurt përsoi disa ndryshime thelbësore sa i takon se kush do ta japë licencën.

Në variantin fillestar ligji parashikonte ngritjen e një komisioni prej shtatë anëtarësh pranë Autoritetit të Mbikëqyrjes së Lojërave të Fatit.

Anëtarët propozoheshin nga Ministria e Financave, nga Ministria e Ekonomisë, ministria e çështjeve sociale, ajo e drejtësisë, një përfaqësues nga Agjencia e Inteligjencës Financiare dhe një tjetër nga Agjencia e Shoqërisë së Informacionit.

Projektligji pësoi dy ndryshime të minutës së fundit. Së pari, hoqi nga komisioni i licencave ministrinë përgjegjëse për sportet dhe futi në këtë komision Ministrinë e Brendshme të drejtuar nga Taulant Balla dhe së dyti, hoqi nenin që caktonte automatikisht kryetar të komisionit përfaqësuesin e Ministrisë së Financave dhe vendos caktimin e kryetarit me votim të fshehtë të shumicës së anëtarëve të komisionit.

Ligji vendos gjithashtu një standard të dyfishtë sa u takon emërimit të anëtarëve të komisioneve.

Në pikën e tretë të nenit 17/1 të tij, ligji thotë se ministrat kanë të drejtë që të emërojnë në këtë komision persona që nuk ushtrojnë funksione publike.

Kjo do të thotë se pesë nga shtatë anëtarë të komisionit mund të emërohen persona nga jashtë Qeverisë, duke lënë një hapësirë për caktimin në këto poste të personave që mund të lobojnë e votojnë për një kompani të caktuar.

Ligji nuk e bën këtë përjashtim për përfaqësuesit e Agjencisë së Inteligjencës Financiare dhe të Agjencisë së Shoqërisë së Informacionit.

Neni duket i kopsitur dhe është shtuar në ligj me mundësinë që ndonjë nga pesë ministrat që do të emërojnë përfaqësuesit e tyre në këtë komision ka gati emrin dhe tashmë bëri edhe ligjin.
