In five regions of the country, the increase in monthly household spending over the last decade (2015-2025) has failed to offset price increases, causing households to spend less in real terms than in 2015.
Four of these districts are in the North region, Lezha, Kukës, Shkodra and Durrës — while the other district is Gjirokastra.
Official INSTAT data from the Household Budget Survey show that from 2015 to 2025, accumulated inflation has reached around 27.7%. Meanwhile, in these five regions, average monthly household expenses have increased at rates lower than inflation.
The largest difference is recorded in Lezha. In 2015, a family in this region spent an average of 79,374 lek per month, while in 2025 the expenses reached 86,935 lek. The nominal increase was only 9.5%, about 18.2 percentage points less than the inflation rate of the period.
The situation is similar in Kukës, where monthly household expenses increased by only 10.2% between 2015-2026, or about 17.5 percentage points lower than price increases.
In Gjirokastra, average monthly expenses increased from 74,993 lek in 2015 to 86,528 lek in 2025, or by 15.4%. This increase remains about 12.3 percentage points below the inflation accumulated over the decade.
Households in Shkodra have also seen spending growth significantly slower than prices. Monthly household spending increased by 17.7% in the last decade, or about 10 percentage points less than inflation.
Durrës is the fifth region where spending growth has not kept pace with prices. Monthly household spending in the coastal city increased by 23.3% over 2015-2025, while cumulative inflation in this period was 27.7%, or about 4.4 percentage points more than income growth.
Families in these regions nominally spend more lek than in 2015, but taking into account the overall increase in prices, the real power of these expenditures is lower than a decade ago.
Nationally, spending has increased more than inflation
The picture at the national level is different. The average monthly household expenditure increased from 70,766 lekë in 2015 to 95,227 lekë in 2025. The 34.6% increase is about 6.9 percentage points above the accumulated inflation of 27.7%.
However, the data show a strong difference between regions. At one extreme is Vlora, where household spending has increased by 69.3% in ten years, more than double the rate of inflation. Average monthly spending in Vlora increased from 51,198 lek in 2015 to 86,669 lek in 2025, an increase of about 35.5 thousand lek.

Elbasan also recorded significant increases above inflation, with 49.4%, Korça with 45%, Dibra with 37% and Tirana with 35.7%.
In Tirana, average monthly household expenses reached 110,904 lek in 2025, up from 81,710 lek in 2015. The capital also has the highest level of average monthly expenses in the country.
Even Berat, with an increase of 31%, and Fier, with 29.8%, have recorded increases in expenditures somewhat higher than accumulated inflation.
