This is the director of the Regional Directorate of Pre-University Education in Korça, Vinjola Rota. A directorate that begins in Korça, continues in Elbasan and ends in Berat, having hundreds of schools in 3 large districts under its control. An absurd division, where for a letter a teacher in the remote villages of Skrapar must travel thousands of kilometers to go to DRAP Korça.

But, beyond the bureaucracy, what makes the management of this directorate more difficult is the director herself, Vinjola Rota. Or the recent decision-making of this directorate, who always finds the culprit elsewhere, as she is trying to do in the latest scandal. With a sudden decision by DRAP Korça, hundreds of teachers in Korça have had their salaries reduced by up to 10 thousand lekë.

On the one hand, the prime minister and his government are loudly trumpeting the salary increase, even appearing arrogant in communications, and on the other hand, the decision-making of the Rota, which undoes all this propaganda. It seems that Vinjola has taken on the attributes of minister and prime minister, while the latter have not yet made any moves.

But, if Vinjola makes this decision to cut her salary at this time on the eve of the elections, who is she serving?

It seems that the director has warm arms, with her family connections in the Korça Police or even in the law enforcement agencies in that region. In fact, at the time she made this decision, without the slightest hesitation or fear she opened a tender at the Public Procurement Agency.

According to documents available to VoxNews, the director of DRAP Korça Vinjola Rota has announced her long-awaited procedure "DRAP Korça teacher and student transport of 2025". A tender with a limited fund of 181,401,410 lekë, while if you add VAT and convert it to euros, the amount goes to a full 2.2 million euros. So, in these times, Rota's attention is only on this high-value tender and not on the problems of the thousands of teachers that she manages in 3 large districts.

We say this at this time, since Rota has "divided" its work, where during June, July and August it deals with the appointments of teachers, where the "candidates" must appear to several persons authorized by it to be appointed or transferred. In the period of September and October, Rota deals with the appointments of psychologists, turning it into a real "business", since it appoints most of them according to preferences, also conducting formal exams and with strong suspicions that they are predetermined (we will deal with these exams later).

And we come to the present time, February and March, where she deals with the organization of tenders, with the focus on selecting companies that provide transportation, in all three regions.

But the suspicions of abuse by DRAP Korça do not end here, where Vinjola Rota has completely returned it to its function. For years, she has also opened tenders for training for directors and teachers.

According to VoxNews sources, the procedures become formal and are a waste of money. Even in 2025, according to documents available to our editorial team, it has planned to hold a tender for "training for leaders and teachers of the IAKs of DRAP Korçë". The fund is a full 100 thousand euros.

Where does DRAP Korça get all this money for training? Has it been implemented and what is it used for?

Not only training, but Director Rota has also spent 1 million lek to spray her office against mosquitoes and rodents. Is it that important?!
