In 2020, a few months after the establishment of SPAK, 70 percent of Albanians were confident that the new structure and the foundation of the entire justice reform would work.

A year later, although the majority of citizens still trusted SPAK, the figure dropped to 38 percent. But, in the span of 12 months, the figure has been reversed. Today, the majority of Albanian citizens do not trust the Special Prosecutor's Office.

According to Euronea Albania's survey, 42 percent of Albanians do not believe that SPAK is doing a good job, nor that it is politically elusive.

What happened in this period? The greatest decline in trust in SPAK is related to the sensational files that lie in the drawers of Arben Kraja and special prosecutors. Five of them are against Ilir Meta and Monika Kryemadhi. The series of lawsuits filed against the former President and the former chairperson of LSI have not prompted SPAK to act.

The head of SPAK, Arben Kraja, has scattered some statements to create the impression that the investigations are continuing. The statements, as the survey shows, have not convinced the citizens, who have become aware of the media denunciations on accusations of corruption, concealment and non-declaration of income by the Meta-Kryemadhi couple.

Meta is accused in two reports of former deputy Halit Valteri for lobbying in the USA with corruption money, which he did not declare in Albania. It is about figures that go up to 1 million euros. Monika Kryemadhi is suspected of having hidden the payments made to an aesthetic clinic in San Marino in the amount of 1 million euros.

For all these denunciations SPAK has remained in place, with the exception of a notice distributed in August where it requested from the civil status the initials of Ilir Meta, if he had Meta, or Metaj. It turned out that in the end it was the second surname. The former President has used the surname Meta during three decades in politics without changing it through a legally recognized act. It is up to SPAK to determine whether throughout all the orders and decisions that Ilir Metaj has taken as Prime Minister, Minister, Member of Parliament, Speaker of the Assembly and President, there are elements of the accusation of 'appropriation of state functions, or of fasification of documents'.

However, Meta-Kryemadhi are the most sensational sleeping files, but not the only ones. Other files with which SPAK is moving at the speed of the turtle are concessions in health. There are four of them for which a lawsuit has been filed in the Special Prosecutor's Office, some of them before SPAK was established. The laboratory concession and the sterilization concession are the ones for which accusations of corruption have been raised.
