Who's going to pay the fat figure of Thumane-Kashar?

Infrastructure Minister Belinda Balluku repeated a 3-year-old lie this Thursday. "We cancelled the Thumane-Kashar road concession after the money went to the Pact for the University," Balluku said.

Before the protest of the last students of 2018 and the beginning of 2019, the Government advocated the provision of Thumana with PPP for the Company Gener 2 of the Ulajt Union with the reasoning that it did not have the money and for this purpose was directed to partnership with the private.

When the size of the student protest got out of hand, the government cancelled the project and said through Belinda Balluku that this fiscal space would use for students and universities.

"This is our first official communication because of the volume of work we will meet more often. I want to let you know that I have decided to terminate the Private Public Partnership procedure for the Thumane-Kashar axis. The considerable fiscal space of this project will be dedicated to implementing commitments for the University Pact, in the field of educational infrastructure, whether digital and physical," Balluku said.

The Thumane-Kashar project was awarded to Gener 2 for about 226 ml n euros after an unwanted offer. The high cost caused accusations of a corruptive affair. Three years after the cancellation, Belinda Balluku returned with another statement, this time similar to that of The Ahmetaj from the Assembly's speaker, when she pledged a project that "citizens would not pay a penny, but would cover the state budget".

What did he say?

"The state does not invest in this contract, Aksi will be invested in the principle of concession that will invest and operate and transfer after 35 years owned by the Albanian state. The process is done through a negotiation and it should not be forgotten that it is among the most important of the blue corridor and we intend to open the tears within 2022 to have it completed in the next 36 months", stated Infrastructure and Energy Minister Belinda Balluku.

So the state will not invest any money for this important axis for Albanian citizens, but citizens will pay it whenever they cross that path for the next 35 years. There's nothing wrong with this in the middle, as the toll road has everywhere. The point is, where there are toll roads, there are also free secondary routes for anyone who doesn't want to pay.

Will the new contract be announced by Balluku? What about the pass fee is defined in the contract and if so, how much will it be? Is there a contract that guarantees the company missing traffic? If so, how much is the minimum number of cars to pass per day?

These questions must be answered by the Minister of Infrastructure and here more importance takes the second question. Because if the private company is to start from the 226 ml euro value of the project for only 21 kilometers of distance, then the ticket will be fat for citizens.

In this case, those who would double suffer the cost will be citizens from Kukes and Kosovo, who to arrive in Tirana and Durres will have to pay in two beams placed by the private in the middle of the road.
