The Socialist Party has sent a request to the Parliament of Albania to establish a Special Parliamentary Committee for the second phase of the Administrative-Territorial Reform.

According to the SP, the Commission should focus on local government functions and services, local finances and regional development, after the reorganization of territorial division.

According to the request, the aim is to review the legal framework, strengthen decentralization, and improve the financial sustainability of municipalities.

For the SP, the Special Commission should consist of 16 members, according to "the representation of parliamentary groups, with a chairman representing the parliamentary majority and a deputy chairman representing the parliamentary minority, and carry out its activities within a 9-month period from the date of adoption of the decision, with the possibility of extension by the Assembly upon a reasoned request of its chairman."

The socialists emphasize that the work will be carried out through consultations with municipalities, state institutions, civil society and international partners, also aiming at approximation with European Union standards.

The commission will also monitor the implementation of the new territorial division and the preparation of legal and administrative measures for the functioning of the new municipalities after the 2027 local elections.
