The state budget for 2027 is projected to reach around 908 billion lek, or approximately 10.2 billion euros. Compared to 2026, funds increase by 64.7 billion lek. The main priorities are pensions, social protection, health, education and defense, while agriculture benefits from a more limited increase.

Monthly bonus for pensioners doubled

From January 1, 2027, the monthly bonus for pensioners is expected to double, at a cost of 20 billion lek to the budget. An additional 1.35 billion lek is foreseen for the indexation of pensions in April.

The bonus will vary according to the pension category. Urban pensioners with a full pension of up to 40 thousand lek will benefit from 3,600 lek per month, while those with a partial pension of up to 22 thousand lek will receive 1,600 lek. Rural pensioners with up to 18 thousand lek will receive 2,000 lek per month.

The scheme contains benefit ceilings, so not all retirees will receive the full bonus.

Baby bonus, monthly payment up to 5 years old

A new child support scheme is expected to be launched by mid-2027, with around 25,000 beneficiaries. Families will receive 5,000 lek per month for the first child, 7,000 lek for the second, and 10,000 lek for the third and subsequent children, up to the age of five.

Social protection also includes support for beneficiaries of economic assistance, people with disabilities and families in need. 745 million lek are planned for social housing, writes Voxnews.

Healthcare with about 88 billion lek

The Ministry of Health and Social Welfare will have around 88.2 billion lek, approximately 2% more than in 2026.

The bulk of the funds will go to hospital services. 1.1 billion lek is also foreseen for medical equipment and funding for reimbursable drugs. The budget also includes specialized treatments, such as infertility treatment and breast reconstruction.

Education, free textbooks for students

66.27 billion lek are planned for the Ministry of Education, about 1.41 billion lek more than in 2026.

One of the main measures is to provide free textbooks for 215,000 primary school students and 16,000 secondary school students. 5.87 billion lek are foreseen for investments in educational infrastructure, while in higher education, support is aimed at scholarships and funding for the accommodation of 16,000 students.

However, the share of the education budget to GDP is projected to fall from 2.3% in 2027 to 2.1% in 2029.

Agriculture, growth of only 1 billion lek

The agriculture budget is projected to reach 16.5 billion lek, with an increase of only 1 billion lek.

The national farmer support scheme will be financed with 5.3 billion lek, while 3 billion lek are foreseen for VAT compensation. The government also aims to unlock around 94 million euros from the IPARD III program.

Defense, 68.8 billion lek

Defense spending in 2027 is projected at 68.8 billion lek, or 2.35% of GDP. The funds aim to support Albania's NATO commitments and strengthen defense capabilities.

Budget hits new record in 2030

According to the medium-term fiscal framework, the state budget is expected to continue growing in the coming years, reaching around 11.4 billion euros in 2030. Total expenditures for 2027 are projected at around 976 billion lek.

The draft budget aims to increase social support and funding for public services. However, the concrete impact on citizens will depend on the implementation of the measures and how the funds are translated into real benefits.
