The seven public universities in the country spent nearly 88 million euros in the span of a year, but the money went largely for salaries, security and reconstructions, while expenses for scientific research fell to the level of 0.17 percent, or about 150 thousand euros.

The Civic Center has monitored university expenses from September 1 of last year to August 31 of this year. According to the analysis, 5 out of 7 monitored universities dedicate more than 55 percent of their expenses to personnel, which limits funds for academic development and infrastructure improvement. The University of Shkodra spends almost 72 percent of the annual budget on salaries.

The Polytechnic University of Tirana has spent 1.36 million Euros on tools and technical equipment, where the main weight is occupied by investments in the modernization of the electric car laboratory, but students do not have access to this laboratory.

The seven universities have spent 7.6 million Euros for the reconstruction of the buildings. Despite the fact that UT has spent almost 500,000 euros on computer equipment and has increased by 71 percent the expenses for the chancellery compared to a year ago, students and lecturers continue to complain about the lack of internet, computers and additional costs for printing outside the university.

The University of Shkodra continues to have high expenses for the purchase of fuel, where in one year it has reached the value of 113 thousand Euros, these are contracted only with an economic operator, while the University of Korça has also spent for the purchase of oil for the tractor available from the university in the value annual 8 200 euros.

The University of Korça has the highest cost per student. A student costs the budget 2100 Euros, while at the University of Tirana the cost for a student is calculated at 1400 Euros. The Polytechnic University and the University of Tirana lead the list of expenses for security, with almost 1.6 million euros each.
