Albania continues to struggle with issues stemming from unsecured property rights. The EU has offered Albania support in this field through a special program worth 15.7 million euros.
The State Cadastre Agency, according to the EU delegation in Tirana, recently requested some changes to the project, since the government has decided to undertake the financing of the development of the IT system for digital services or the digitization of property titles.
The Albanian authorities did not give reasons for this new attitude when asked by the Voice of America, while some experts said that this approach of the government raises some questions, when it comes to a sector that continues to remain subject to corruption.
In Albania, the problems on the still unresolved issues of ownership have brought obstacles to the economic development of the country. The 2022 EC report on Albania called for increased efforts to consolidate property rights through the registration and digitization of cadastral data, while according to him, the sector remains subject to corruption.
Progress on property rights is part of reforms to meet membership criteria. The EU has provided support to Albania in this area through a special program for Property Rights agreed in the IPA 2020 and IPA 2021 funding agreements.
The Voice of America has learned that the Albanian authorities have recently requested to make some changes to the program, which includes the amount of 15.7 million Euros, which aims to create and develop a central IT system of integrated land management, assistance for digitization of spatial and legal documents, the harmonization of erroneous data and the re-planning of business processes, as well as the provision of services.
The Voice of America asked the Media and Information Agency as well as the State Cadastre Agency about the reasons for this new government stance. The Media Agency announced that it had forwarded the request to the Cadastre institution, which for its part did not respond to this issue.
The delegation of the European Union in Tirana told the Voice of America that the State Cadastre Agency had recently requested the change and revision of the project, since the government, according to EU officials, has decided to undertake the financing of the development of the IT system for services. digital or the digitization of ownership titles.
It seems that the field for which the Albanian government has committed to finance itself, constitutes an important part of the program, of 15.7 million euros, of the EU. Asked about the reasons for the change in the attitude of the Albanian government, the EU delegation in Tirana did not provide detailed information, but clarified that the Albanian government has requested that the relevant EU funds be reallocated accordingly, adding that it expects soon a specific proposal for this from the Albanian authorities.
Property issues in Albania are inherent in the integration processes of the country and in its economic progress in the conditions when the institution of the Albanian Cadastre continues to remain subject to corruption and the efforts of the Albanian governments in these years of transition to fight it have failed. Therefore, any help and funding from international institutions in this direction, for the experts, should be seriously evaluated by the Albanian government./VOA/
