The Ministry of Finance and Economy has started consultations with interest groups to fix the reference prices of properties in the country.
Its review will be accompanied by the application of the property tax, which citizens pay for their housing, businesses for the facility where they operate, and farmers for the agricultural land they own.
The axis of this reform is to bring the reference prices closer to those of the market. The Minister of Finance Delina Ibrahimaj during an interview for E-ZONE gave some details of this reform, which will take time to be implemented.
"It is a very important reform and affects all citizens. We say that the axis of this reform is for the property reference prices to be refreshed and come to the market price, since the prices have increased significantly year after year, while the references have not been refreshed", said the minister .
Part of the reform will be a higher tax for second or third apartments that citizens have.
" We will have a reduced tax rate for first homes. But for second or third houses there will be a full tax. All this will go in parallel with the reform of the digitalization of the cadastre" , explained the minister.
The ministry's goal is for the property tax to be collected at the level of 1% of the gross domestic product, from the 0.36% currently collected, the lowest level in the region. The reason is the lack of information on property titles.
