Online public services are widely present in the public administration, but employment in the state has also increased in parallel.

In 2023, the Institute of Social Security reported that 165,574 employees from the public sector were contributors to the insurance scheme, but in the entire state sector, together with enterprises, more than 183 thousand people are employed.

Employees in the public sector are more than in 2008, when online services were not yet introduced, where they counted 162,562 employees or 2% less than in 2023.

Data from the National Information Agency show that "e-Government" currently offers 1237 online services.

The increase in public administration employees became more visible after the pandemic. In 2020, in the social insurance scheme, there were over 155 thousand employees, but in 2023 there are 10,300 more employees, with an increase of 6.6%.

The expansion of the public sector came in parallel with the reduction of a series of research and scientific institutes. After 1990, when the state was the sole provider of employment, its role declined with the expansion of the private sector. But even after 34 years of transition, state employees occupy a significant part of employment with insurance.

In 2023, employees in the public sector accounted for 20% of contributors to the public pension scheme. But despite the fact that employment has expanded in some segments of the administration, there are still vacancies that cannot be filled.

According to data from the Department of Public Administration, in 2022, in the institutions of the state administration, part of the civil service, there were 855 vacant positions, where about 70.64% of the positions were at the executive level, while only 22.2% of the positions included in the plan annual recruitment were for the lower management category.

Other data refer that the vacancies are present more in the regions of the country. The education and health sectors in the northern regions are facing a lack of interest in some job positions that a few years ago had a lot of competition.

The School Portal currently has over 30 vacancies for mathematics teachers in the district of Kukes, where teaching is taking place in the absence of the main profile.

In annual analyses, public institutions in the country often consider the lack of human resources as the main obstacle to the progress and implementation of reforms.
