In the next meeting, the Council of Ministers has proposed the draft law for the ratification of the agreement between Albania and Italy in the field of social security.

The request for ratification comes two months after the agreement signed between Italian Foreign Minister Antonio Tajani and Albanian Minister for Europe and Foreign Affairs Igli Hasani, for mutual recognition of contributions.

This agreement provides for the coverage of old-age pensions, insurances for sickness and unemployment benefits, for Albanians living in Italy and for Italian citizens living and working in Albania and making their contributions here.

There are about 500,000 Albanian immigrant citizens who live and work in the neighboring country, who are expected to benefit from the recognition of the pension system between the two countries. Two criteria are needed to receive a pension in Albania, 15 years of work and age over 65 years, while in Italy, 20 years of work and age over 67 are required to receive a pension.

The agreement aims to combine the years of work that the immigrant has had in Albania and those when he started working in Italy. An immigrant who has 10 years of work in Italy and 15 years of work in Albania will benefit from a pension in both countries, for as many years as he has contributed.

In cases where the contribution threshold is not met in one country, citizens will only benefit from the pension in that country where they meet the criterion or the condition of seniority at work. The agreement has no retroactive effect, meaning that those who are currently retired will not benefit from the scheme.

After approval by the Parliament of Albania, the agreement must also be approved by the Italian Parliament, namely the Senate and the Chamber of Deputies.
