From August onwards, the obligations of families in Tirana for the building tax have increased by 76% compared to July 2023.
The increase in obligations came after the entry into force at the end of July of the decision of the Ministry of Finance to increase the reference prices of apartments.
The building tax is paid by households through drinking water bills.
For a family in the area of Fresk, the monthly obligation for the building tax has increased by 41% (according to the comparison of the water bill paid for the months of July and August 2023). In the water bill of this family, the value of the building tax for the month of July was 140 ALL per month.
With the change in fiscal prices, the obligation for the building tax from August onwards is 198 ALL per month.
The annual obligation that this family will pay for the building tax will be in the amount of 2,376 lek from the 1,680 lek it was paying before (41% increase).
The fiscal price in the area of Dajti (the reference invoice of the family in the Fresk area is included in the cadastral area of Dajti) with the previous decision was 53,500 ALL per square meter. From July of this year, with the new decision, the price is 75,500 ALL. In terms of value, the reference price increased by 22,000 ALL per square meter or 41%.
Referrals increased up to 76%
The changes to the 2018 decision published at the end of July 2023 that entered into force immediately after publication in the Official Gazette increased the fiscal prices of apartments for the 32 cadastral areas of Tirana from 5 to 76%.
While for the 5 administrative units, such as: Dajt, Farke, Kashar, Petrelë and Peze, the fiscal prices increased from 29 to 60% more than in 2018. For the other 67 municipalities of the country, the reference prices of apartments remained unchanged.
The increase in fiscal prices automatically led to an increase in the annual apartment tax payment to the same value, since the building tax is calculated on the value of the house or shop. For both categories, the local government calculates the value of the building (both for residential and commercial activity) according to reference prices.
For residential houses the tax level is 0.05% of the value, while for commercial units 0.2%.
