Reconstruction....the process that pushes deadlines every year. Will 2026 be the
Reconstruction after the November 2019 earthquake

It's been five years since the 2019 earthquake, but many families are still in the open. Although there were initial promises and substantial funding was allocated, bureaucratic mismanagement and financial shortfalls have hampered the program's progress. Local authorities, now responsible for rent subsidies, are struggling to meet needs, further deepening public distrust.

Deep flaws in the process and lack of transparency still remain significant problems. Year after year, the budget changes for their construction, thus postponing the completion of this process. This is happening this year as well. With the revision of the budget, the government has given another 2 billion lek to the process, bringing the budget for reconstruction to 9 billion lek in total this year from the 7 billion originally planned.

According to estimates, the process is not even expected to be completed before 2026. For the next two years, another 4 billion lek are planned to go from the state budget, bringing the fund for reconstruction after the 2019 earthquake to over 103 billion lek. This amount exceeds the estimates of the Government of Albania for "around 1 billion euro needs".

The data from the Ministry of Finance show that from the beginning of the year until the end of July, 4 billion lek came out of the state budget, mainly for the reconstruction of buildings. This amount is 43.3 percent of this year's total budget.

According to the data, from 2020 until now, about 94 billion lek, or almost 940 million euros, have been released from the state budget for reconstruction and rent payments for those who lost their homes.

The high amount was forced to come out of the state budget as a good part of the funds promised at the "Donors' Conference" could not be received.

Since the start of the process until now, it turns out that a total of 2 thousand 250 individual houses and 4 thousand 500 apartments have been reconstructed. By the end of the year, it is planned to complete the works in another 105 buildings with the hope that this process will end by 2026.
