The decline in the birth rate has meant that the budget allocated for the baby bonus is used to a very low extent. The official data of the Ministry of Finance show that for the period January-July 2024, 1.1 billion lek or about 11 million euros were given to babies from 1.7 billion lek given in the same period a year ago. The figure has reached the same level as the same period of 2019 when this initiative started and is -400 million ALL in relation to the plan.

As the main factor in this expenditure figure, the drop in birth rates has influenced, according to INSTAT data, the number of births for the first quarter of 2024 marked a decrease of 6.8%, compared to the first quarter of 2023 and in the second quarter it has decreased with 3.4%, a period in which 5269 births were registered in total.

On the other hand, this decrease in payments from the state budget for this program was also influenced by the initiative which was approved last year, where Albanian immigrants who gave birth to children abroad were deprived of the right to benefit from this reward with the argument that the purpose of the baby bonus distribution policy is to support families, who live and contribute in Albania, by giving them a financial reward to meet the costs associated with bringing up children.

The birth bonus has been established in the form of immediate financial assistance for parents with newborn babies since 2019. The assistance given is in the amount of 40 thousand ALL for the birth of the first baby; 80 thousand ALL for the birth of the second baby; in the amount of 120 thousand Lek for the birth of the third baby.

For parents who give birth to twins, the benefit is 80,000 Lek for each baby, and for parents who give birth to more than two babies at the same time, the benefit is 120,000 Lek for each.

But despite the economic situation in which the country has passed through these years, the increase in the cost of living due to price fluctuations, the support measure has not been revised. During this year, the total fund is estimated at 2.2 billion ALL, while in 2023, it exceeded the level of 3.3 billion ALL.
