The government expands the "Mountain Package", these areas in Shijak, Shkodra and Mat are declared "development priority areas"

The government has continued the implementation of the strategic program "Mountain Package", an initiative designed to promote sustainable economic, social and infrastructural development in the mountainous and rural areas of the country.

This package aims to turn remote and often abandoned territories into areas with new economic potential, relying on natural resources, opportunities for mountain tourism, sustainable agriculture and the development of local products.

With today's decision, which declares the Municipality of Shijak, Mat and Shkodra as "priority areas for the development of the mountain economy", the government aims to focus on increasing local capacities and creating conditions for sustainable investments.

According to the announcement, these areas will benefit from a series of support measures, including fiscal incentives, infrastructure investments, improved access to services, and the opening of new opportunities for local businesses and foreign investors.

Within the framework of the "Mountain Package", it is also envisaged to strengthen the natural and cultural tourism industry, increase local production through schemes dedicated to farmers, and promote the green economy model.

The government aims to create conditions that will significantly reduce the economic dependence of these areas on emigration and that will help curb the abandonment of villages.

This initiative is considered an important step within the framework of the national strategy for regional development and territorial equality.

Priority areas for the development of the mountain economy in Mat

a- Development zone no. 1, Gërman lakes area, Selixë village, part of the Komsi administrative unit, with an area of ??2,051,282 m².

b- Development zone no. 2, former Vila e Zogut area, Selixë village, part of the Komsi administrative unit, with an area of ??1,585,237 m².

c- Development zone no. 3, the area of ??the village of Selixë, part of the administrative unit of Komsi, with an area of ??2,564,391 m².

Priority areas for the development of the mountain economy in Shijak

a- Development zone no. 1, Maminas administrative unit, Rubjek area, Rubjek 2 reservoir, with an area of ??169.56 ha.

b- Development zone no. 2, Maminas administrative unit, Rubjek area, Rubjek 1 reservoir, with an area of ??3.88 ha.

c- Development zone no. 3, Maminas administrative unit, Rubjek area, Rubjek 1 reservoir, with an area of ??4.48 ha.

ç- Development zone no. 4, Maminas administrative unit, Karrec area, Karrec reservoir, with an area of ??32.15 ha.

d- Development zone no. 5, Maminas administrative unit, Karpen area, Karpen reservoir, with an area of ??1.86 ha.

dh- Development zone no. 6, Maminas administrative unit, Karpen area, Karpen reservoir, with an area of ??2.57 ha.

nj- Development zone no. 20, Gjepalaj administrative unit, Gjepalaj area, Terzies reservoir, with an area of ??1.98 ha.

In support of Article 100 of the Constitution and point 1, Article 4, of Law No. 20/2025, “On the Mountains Package”, upon the proposal of the Minister of State for Local Government, the Council of Ministers

a- Zone no. 1, Shala administrative unit, Theth village, cadastral zone 3597, with an area of ??2286.3 ha.

b- Zone no. 2, Shala administrative unit, Nderlysaj village, cadastral zone 2771, with an area of ??425.9 ha.

c- Zone no. 3, Guri i Zi administrative unit, Rragam village, cadastral zone 3148, with an area of ??474.5 ha.

ç- Zone no. 4, Guri i Zi administrative unit, Sheldi village, cadastral zone 3329, with an area of ??388 ha.

d- Zone no. 5, Guri i Zi administrative unit, Mazrek – Shpor villages, cadastral zone 2624, with an area of ??845.8 ha.
