The Minister of Finance and Economy, Ervin Mete, presented to the parliamentary committee for Economy and Finance the draft law "On the account of payments with basic services", which was worked on in cooperation with the Bank of Albania and in consultation with the World Bank.
During his speech, Minister Mete stated that the draft law aims to open accounts with basic services in second level banks for some vulnerable strata, providing services with zero or differentiated fees for these strata.
The minister informed that the draft law provides for zero fees for performing some services that are considered basic such as: opening an account, closing an account, withdrawing funds through ATMs, making payments as well as transfers within the country, for a number of vulnerable categories, such as: beneficiaries of unemployment payment; families and individuals who are treated with economic assistance; disability payment recipients and their personal assistants; individuals benefiting from invalid status and their personal assistants; blind individuals and their personal assistants; work invalids; orphans who have obtained status according to the law, etc.
"For all these categories, at the moment they open accounts with basic services at second-level banks, first the law imposes the obligation that the bank does not refuse to open a payment account with basic services for all these categories, as well as offer services with zero fees for most of them, or with differentiated fees for the rest", said the Minister.
Minister Mete emphasized the fact that the draft law aims to promote financial inclusion, reduce the use of cash payments in the economy and increase digitization.
"The aim is not only to encourage financial inclusion and access to the banking sector for these categories, but also to reduce the use of cash payments as much as possible and increase digitization", said Minister Mete.
After the discussion by the deputies, the parliamentary committee for Economy and Finance approved the draft law article by article and in its entirety.
