Economic assistance below the poverty line. The proposal... not less than 16,000

The level of economic assistance should not be lower than ALL 16,000 per month. This is according to the draft National Strategy for Social Protection 2024-2030. According to the document issued for public consultation by the Ministry of Health and Social Protection, currently this payment is low in relation to the income limit at risk of poverty or the minimum wage, while although the legislation does not define the minimum needs that must be met through assistance economically, there is a poverty line that represents the minimum income that an individual must have in order not to be considered at risk of poverty.

This level of income resulted in 191,791 ALL/year in 2021 or 16 thousand ALL per month and according to the draft strategy, it is indicative in the assessment of the level of economic assistance. But, while taking into consideration the values of 2022, the draft strategy estimates that the payment of economic assistance is still low in relation to the income limit at risk of poverty or the minimum wage.

Currently, it varies depending on the family members, but in no case can it be higher than 150% of the social pension, which for 2023 is ALL 8,588/month. This means that the maximum amount that a poor family can benefit from is ALL 12,882/month.

Meanwhile, the draft strategy envisages the implementation of policies aimed at alleviating poverty for every individual in need through appropriate, gender-responsive, transparent financial schemes for empowerment and integration, capable of coping with crisis risks.

In order to achieve this goal, it is envisaged to undertake several priority measures related to the improvement of the performance and transparency of the scheme, the improvement of the social-economic reintegration of individuals, as well as the increase of the ability of the scheme and financial benefits to respond in time to vulnerabilities of crisis and emergency situations. However, unlike any strategy, the document issued for public consultation is not accompanied by the budget needed for the implementation of these measures.

How much economic assistance do needy families currently receive?

According to data from the Ministry of Finance in the first half of 2023, about 64 thousand families were treated with economic assistance through a fund of 1.5 billion ALL. The average monthly payment per family was ALL 5,866 per month or about $61.

This amount is 3.2 times lower than the relative poverty line of 6.7 dollars per person per day that the World Bank uses to measure the phenomenon in our country.

In addition to this year's economic aid being well below the poverty line, the average benefit measure was even lower than last year.

The comparison of official data shows that the payment from economic assistance per family has decreased by 18% compared to 2022. During the last year, 5.3 billion ALL were distributed to about 62 thousand families, with an average monthly benefit of 7.1 thousand ALL .
