Concession with 564 percent profit! The Lekaj-Fier and Thumanë-Kashar
Belinda Balluku, Minister of Infrastructure

Road concessions are one of the safest forms of business in the Republic of Albania, where the concessionaire just needs to find the initial funds for investment and then ensures a return of 564% or 5 times more than the investment, according to the figures analyzed by Open Data Albania . These profits are pre-calculated and in case of non-realization they are covered by the state budget.

The Milot-Fier road, or as it is called the Blue Corridor, has been divided into four segments by the government, all of which will be granted with a concession. But, unlike the PPPs that we are used to, where the company makes the investment and then the government pays it back in installments, the contracts are drawn up differently by the Ministry of Infrastructure. Thus, the concessionaire will invest in the road and then receive the income and profits from the fee that will be imposed on the citizens for 35 years.

For the Milot - Fier road, an international competition was opened for three segments, while the winner was announced for the Lekaj - Fier axis, where no foreign company submitted its offer, while the winner was the merger of eight companies headed by the company Fusha sh.pk. A look at KKB clearly shows that these companies have neither the physical assets nor sufficient funds for the rehabilitation of this road segment, but this did not raise any red flags at the Ministry of Infrastructure.

The only contract that is public belongs to the Thumane - Kashar road, but it lacks the details of the value of the investment or where the funds come from. In the contract, the state guarantees the concessionaire for the first 8 years of operation. The road fee will be indexed every year with inflation and what is more important is the fact that the state recognizes the right of the concessionaire to earn additional income from the road, keeping only one tax.

At the end of 35 years, the Gener 2 company will collect 1.3 billion euros in revenue, while the beam fee will be 2.1 euros.

In the case of Lekaj - Fier, according to the standard documents of the procedure, the state will guarantee the concessionaire for 17 years, while the beam fee can reach up to 1.8 euros for 46 km, with the basic income calculated at 1.3 billion euros.

For about 100 kilometers of road, it is calculated that Albanian citizens can pay up to 7.5 euros in fees, while the same amount can be paid for the 216 kilometers from Korça to Thessaloniki.

These tariffs, in addition to burdening the citizens, make Albania even less competitive with the region in terms of tourism./ TCH
