After November 15, the State Market Surveillance Inspectorate will exercise control over the implementation of the consumer information law on bread producers and commercial units.
The Association of Bread, Pastry and Pastry Manufacturers has asked bakeries to put up labels for each type of bread, explaining the type of bread, concrete weight and selling price. Labels should be placed on the shelves below each type of bread.
Also in the bakery environment there should be a list, in A4 format, that will inform the customer with the selling price for 1 kg for each type of bread.
"Subjects of bread production and trading are obliged, in accordance with articles 7, 8, 9 of the Law 9902/2008 "On Consumer Protection" as amended, to present in graphic form (labels) or in the form of a general list the price for 1 kg of bread of any type that the entities sell on each shelf.
Entities pursuant to articles 7, 8, 9 of Law 9902/2008 "On Consumer Protection" as amended, present in graphic form (label) which is placed on each shelf, the amount of bread mass in grams and the amount of lek that this bread costs (in lek) and that corresponds to each piece of product on that shelf.
Every subject is obliged to have a measuring instrument (scale) verified by DPM in the premises where the transaction with the consumer is carried out", says the announcement of ISHMT sent to the association of bread producers.
Referring to the law on consumer protection, violations of the provisions of this law, when they do not constitute a criminal offense, constitute administrative misdemeanors and are punished by the inspector of the inspectorate responsible for market supervision, for violations of the provisions provided for in article 9 for the price indicator, a fine in the amount 100,000 ALL and for violations of the provisions provided in Articles 7 for the general obligation to inform and Article 8 for labeling a fine of 200,000 ALL.
From March 2022, the price of mass bread continues to be 100 ALL. In the period 2021-2022, the price of bread increased three times in a row with a total increase of 71%. The first tightening started in September 2021, when mass bread was sold at 80 Lek, from 70 Lek. The 14% price increase was influenced by the rising cost of flour.
In mid-March 2022, the price of bread increased again by 20%, reaching 100 lek per piece, due to the increase in the price of flour after the launch of Russia's attacks in Ukraine. In some districts, such as: Korça, Pogradeci, Gjirokastra or Saranda, due to the increase in the cost of transporting flour from fuel, the price of mass bread reached 120.
But from April 1, 2022, the lack of labor brought a 20% price increase (from 100 lek, mass bread reached 120 lek) even in some bakeries in the city of Berat. The producers claimed that they are forced to increase the price, as they have increased the wages of the employees.
