It has become a tradition that the news in August, at the peak of the tourist season, is about fires and the collapse of illegal buildings.

A five-story building collapsed in Himara today! In Vlora, the collapse of the "boilers that have taken the breath away from the market in the city center" continues.

That they are collapsing, illegal constructions, all very well, but where did we look when they were built?

It's not that we lack laws, institutions, inspectors, police, technology, or, to a lesser extent, declarations. We have it all in abundance.

But we still can't figure out how to spot illegal construction before it takes hold.

Since 2013, the fight against illegal construction has been accompanied by public spectacle. Buildings have been demolished with TNT and broadcast live.

The Tritol has always been accompanied by the message: here is the state!

And state not only on earth, but also in heaven.

With the Albania 1 and Albania 2 satellites, presented with great fanfare as our incorruptible inspectors in the sky, a new era was promised. From space, we would monitor the territory, fires and, of course, illegal construction.

So, theoretically, an illegal brick should have been spotted as soon as it left the factory kiln. But in practice, the more show is made of the strong hand of the state, the more spectacular the cases that show that the state does not function become.

Four years ago, in September 2022, seven unauthorized floors were discovered on a tower in the heart of Tirana, right on Skanderbeg Square.

The spectacle continued with the seizure of a nine-story building and the government also approved a special VKM for the confiscation of unauthorized construction.

So, today, if you dare to build one floor without a permit, the state will take it. But if you build five, the question is: where was the state during the first four? On vacation?

And here comes the sensational case in Himara today.

A 39-year-old man is arrested in flagrante delicto for illegal construction in the area called "Sugë". A five-story building! Not a yard wall, not a roof, not a chicken coop, because as has been proven, there really is a state for these things.

A five-story building is not built overnight between Friday and Saturday. Even a five-story card game takes its time. There is excavation, concrete, iron, concrete mixers, trucks, workers. There are floors that are built one above the other.

It takes time to build it and, apparently, it took even more time to see it.

We have had cases (Zvërnec) where the state has even spotted an unauthorized coop. The law, when it wants, becomes a microscope, but in front of the palace, it needs a telescope.

Today's Himara case proved that the state reacted. The owner was arrested, while three local IMT officials were declared wanted. But the question "why today?" remains unanswered.

The arrival of the fadroma is not necessarily proof that the wind of state is coming here.

How much is it worth toughening the Criminal Code, changing laws, establishing and reorganizing inspectorates, confiscating or demolishing with dynamite, if an unauthorized building quietly reaches the fifth floor?

When you have promised an iron fist and control over every square meter of territory, it is difficult to explain buildings that are being erected without being seen.

We have tried the TNT spectacle, drone monitoring, and satellite surveillance from space, but what we see is that the responsible institutions detect even the hair on one's head, while they don't even see the beam in the other's eye!
