The Ministry of Economy, Culture and Innovation follows with attention and priority the new circumstances created with the new administration model of the Butrint National Park and is working intensively to draw up a comprehensive action plan, which aims to:
a) strengthening the role and coordination of public, central and local institutions;
b) increasing transparency and all-inclusiveness in decision-making processes;
c) the necessary coherence in the administration of the entire territory of Butrint National Park, as a single entity.
MEKI has carefully examined the recommendations of the UNESCO/ICOMOS Report, as an objective, constructive and very valuable document, and finds its recommendations in line with our vision and position for the sustainable and integrated administration of Butrint. Of course, we also pay attention to the official and public discussions regarding this Report, as well as the new form of administration of a sub-area of Butrint.
MEKI has also followed the political discourse of a group of opposition MPs (the right of their parliamentary role), as well as their request to the Constitutional Court for the unconstitutionality of Law no. 50/2022 "On the approval of the agreement for the administration of sub-areas of cultural heritage and cultural landscape, part of Butrint National Park". In full respect of the independent judgment of the Constitutional Court, MEKI has not taken a public position regarding this issue. But the statements of the last days about the Report of the joint mission of the World Heritage Center and ICOMOS, prompt us to inform the public about our assessment regarding this Report.
MEKI is aware that the analysis of the new Butrint administration model should be developed around the Extraordinary Universal Values that this cultural asset of humanity carries. The assessment of the UNESCO/ICOMOS Report that these values are intact is very important. But the other assessment that these values remain exposed to potential natural and human risks also matches our judgment. In this context, the central role of the State will not only not fade in the new administrative form of a part of the universal wealth, but will be the guarantor of the coherence of the protection and development of the entire Butrint National Park. In cooperation with the Ministry of Tourism and Environment and other state, central and local entities, we will establish the Butrint National Park Coordination Committee, with a wide base of expertise and representation, capable of coordinating and monitoring the implementation of strategies and policies of conservation and administration of the universal wealth of the National Park.
a) Plani i Integruar i Menaxhimit ofron një bazë të shkëlqyer për të ardhmen e administrimit të Butrintit;
b) vendimmarrja për zhvendosjen e një pjese të territorit urban të Ksamilit nga zona e mbrojtur e Parkut Kombëtar të Butrintit është në linjë me propozimet e Planit të Integruar të Menaxhimit dhe synon kufizimin e zhvillimit të mëtejshëm urban të zonës;
MEKI considers the aforementioned decision-making a very important step for harmonizing the development interests of local communities with the interests of protecting the cultural values and landscapes of Butrint.
At the same time, we are identifying steps to further strengthen our structures, in the role of contact with the World Heritage Center, as well as harmonizing state decisions with its recommendations. The development of the area outside the territory of the Butrint National Park is under constant supervision, with the aim of establishing the mandatory highest standard for Cultural Heritage Impact Assessment.
