While the Tirana prosecution has intensified investigative actions to shed light on the clash of shareholders of " Vlora International Airport - VIA ", a new surprise occurred yesterday afternoon, when a new report regarding the matter in question arrived at the prosecution.
The complaint was filed by Emin Pacolli, the brother of well-known Kosovar businessman Behgjet Pacolli, who turns out to own 98 percent of the shares of Vlora International Airport.
The Pacolli brothers' legal move was made immediately after Emin Pacolli appeared and was questioned at the Tirana prosecutor's office. Meanwhile, a summons to appear and be questioned as a person who has knowledge of the circumstances of the incident has also been sent to businessman Behgjet Pacolli.
For almost two months, the Pacolli brothers have seen themselves under attack, but they have now decided to change their position, moving to a counterattack against individuals who have committed arbitrary and illegal actions.
The news about the criminal complaint filed with the prosecutor's office by Emin Pacolli is confirmed by journalist Elton Qyno, who has learned that the three people Pacolli has reported are the minority shareholder with 2 percent of the shares in "Vlora International Airport - VIA", Valdon Ademi, the notary where the contract was signed, Valbona Selimi, and the former administrator of the company, Valon Lluka.
On September 1, 2025, by decision of the General Assembly, Valon Lluka was dismissed from the administration of the company "Vlora International Airport - VIA" and a new administrator, Mentor Hajdaraj, was appointed in his place.
The reasons for the dismissal are motivated by the secret actions he carried out without the authorization of the main shareholders of the company that is building the Vlora airport.
In the criminal complaint, Emin Pacolli accuses former administrator Valon Lluka, notary Valbona Selimi, and minority shareholder Valdon Ademi of committing acts of fraud and falsifying documents with the aim of seizing 47 percent of the shares.
The Pacolls claim that they do not know and have never appeared before notary Valbona Selimi, accusing the latter of falsifying the notarial statement, having signed and legitimized a notarial deed without the parties being present.
It is learned that this report will now be joined with the investigative file that was registered in September 2025 at the Tirana Prosecutor's Office, which was inspired by a report filed in August-September 2025 by the minority shareholder, Valdon Ademi.
The Pacolls are requesting the initiation of criminal prosecution for Ademi, notary Valbona Selimi and former administrator Valon Lluka, as their actions have committed the criminal offenses of "Fraud with serious consequences" and "Forgery of documents".
Meanwhile, Valdon Ademi has also filed a complaint for the same fact, but raising different allegations. The latter was questioned at the prosecutor's office, and after him, Emin Pacolli, Valon Lluka, Valbona Selimi, Nelson Çela and several other people came and testified.
In the coming days, Kosovar businessman Behgjet Pacolli is expected to appear at the Tirana prosecutor's office to testify. Journalist Qyno has learned that in addition to statements about the circumstances of the conflict, prosecutors have taken writing formats and signatures from all those who have asked.
This method was carried out with the aim of performing a graphic examination of the handwriting and signatures of the protagonists who signed the contract for the sale of 47 percent of the shares from Pacollët to the company "2A Group", owned by Valdon Ademi.
The two Kosovar brothers, Emin and Behgjet Pacolli, who through their company "Mabco Constructions SA" own 98 percent of the shares of "Vlora International Airport - VIA", admit the conflict with Valdon Ademi, but according to them this conflict arose as a result of the fraudulent actions of the former administrator, Valon Llukës and notary Valbona Selimi.
On the other hand, Valdon Ademi claims to have purchased 47 percent of the shares in "Vlora International Airport - VIA" and for this purchase, he claims to have made the payment to the address of the company owned by Pacoll, "Mabco Constructions SA".
Despite these claims, the prosecution is now expected to question several people and then request a graphic examination of the contract of notary Valbona Selimi.
The investigations have also now extended to verifying documentation and questioning several other people, including officials of the BKT bank (where a 56 million euro loan was obtained), several contractors for the construction of the Vlora airport, and businessman Behgjet Pacolli.
Meanwhile, on the other hand, the Tirana Administrative Court has accepted a civil request for obtaining insurance against the company "Vlora International Airport - VIA" LLC, suspending any decision planned at the General Assembly of Partners, which was scheduled to be held on October 20, 2025.
Also, based on the decision, the voting rights of the majority shareholder, the company "Mabco Constructions SA", are suspended until the registration of the contract for the sale of 49 percent of the capital shares of the company VIA sh.pk, transferred on April 3, 2025 to the buyer "2A Group" sh.pk/ syri
