All the bluffs about Fieri's incinerator, the stuff that is being used to

The state administrator of the Fier incinerator, Faraudin Arapi, spoke yesterday on the Opinion show about this incinerator.

Standing in front of the journalists, he explained and shed light on every possible trick that the opposition finds to manipulate public opinion.

Bluff 1

Until now, it has been talked about in the media, as well as mentioned in the accusations of the opposition, that the Fier incinerator was supposed to be completed in 2019.

According to Arapi, who is the administrator appointed by the Special Court for Corruption and Organized Crime, based on the contract, the construction and completion works had as a final deadline October 24, 2022.

"The concession contract is October 24, 2022. These are all fabrications, slander. The investment in the facility is an investment by Albanian taxpayers, so there is financial support from the state budget in the amount of 32.8 million. I have come to this task starting from December 2021 and continue. I support the independent investigation of the Prosecutor's Office and I have not come for any of them. I put all the documentation at the service of the prosecution body. The plant, the building is there, it is an architectural work, it is in the final stage. I do not represent Klodian Zoto, I do not represent the work done by my predecessors, I am the state, I represent the state. How those companies worked is the subject of SPAK's investigation. The financial support of the budget has been realized so far 29.8 million, plus 5 million invested for changing the terrain typology, so far the object is 37 million worth of investment, not from budget funds. The place of urban waste disposal in Fier has changed, from Patosi to Mbrostar. Until the construction permit was issued, then the construction works began. The concession contract is for 6 years, of which 20 months are for construction, 4 years for operation and 6 months for transfer to the Municipality of Fier District".

Bluff 2

It talks about works declared but not realized

Fieri's incinerator will soon start the process of burning garbage. The state administrator of the Fier Incinerator, Faraudin Arapi, said last night that another 1.3 million euros are needed for the incinerator to start working.

Money from the budget goes to him, who documents every expenditure. Arapi said that 98% of the investment has been completed and if the necessary funds are obtained, the work will be completed before the end of this year.

Bluff 3

Urban waste is deposited in the landfill because the incinerator does not exist

Urban waste is deposited in the landfill because the incineration plant has not yet been completed. Once started the generator will be burned in the incinerator to produce steam and power. The maximum capacity is 180 tons per year.

Bluff 3

Purchased equipment is depreciated

According to Faraudin Arapi, there are 10 contracts with Italian firms that bring goods to Albania from Siemens.

Bluff 4

The state continues to pay money on the contract

"The complete cycle of turbine elements for the assembly of steam and electricity generation are in the final stage and do not require payment twice. The state does not pay twice for the same contract. If the financing of the contracting parties continues, the state does not pay on the contract, the state respects the contract", said Arapi.

Bluff 5

Change in terminology: Waste processing plant vs. incineration plant

Mr. Arapi explained to the public that there are two terms that are confusing the public: The waste processing and disposal plant which is the landfill and the waste processing plant by burning which is the incinerator.

"Until today, the landfill plant has been completed, as far as the incineration plant is concerned, there is another part that has not been completed and we have reported this repeatedly", concluded Arapi.
