SPAK closes investigations and sends ISHTI inspectors and businessman accused of corruption to trial

The Special Prosecution Office against Corruption and Organized Crime (SPAK) has completed the investigations and sent for trial to the Special Court case no. 44/2025 against three defendants for corruption.

The defendants are Julian Suljoti , administrator of the company "Ansoil sh.a." in Korça, for "Active corruption of persons exercising public functions" (Article 244/2 of the Criminal Code), Olsi Jarazi , inspector on duty at the State Technical Industrial Inspectorate (ISHTI), for "Passive corruption of persons exercising public functions" in collaboration (Article 259/2 in connection with Article 25) and Luan Sadikaj , former inspector of ISHTI, for the same criminal offense.

According to the SPAK announcement, proactive investigations conducted with special methods by the National Bureau of Investigation (BKH) have proven that on November 1, 2021, two inspectors Olsi Jarazi and Luan Sadikaj received from Julian Suljoti the amount of 900,000 lek and 10,000 US dollars.

This money was given so that the commercial entity "Ansoil", which traded lubricating oils, would not be punished with an administrative measure, even though it was carrying out the activity without the necessary technical-legal documentation and without the relevant license.

The Special Prosecution Office against Corruption and Organized Crime completed the investigations and has sent to the Special Court of First Instance the request for trial of criminal proceedings no. 44 of 2025, against the defendants:

Julian Suljoti, administrator of the private entity “Ansoil sh. a” in Korça, accused of the criminal offense, “Active corruption of persons exercising public functions”, provided for by article 244, paragraph 2, of the Criminal Code.
Olsi Jarazi, inspector at the State Technical Industrial Inspectorate, (ISHTI), for the criminal offense, “Passive corruption of persons exercising public functions”, committed in collaboration, article 259/2 in connection with article 25 of the Criminal Code;
Luan Sadikaj, former inspector at the State Technical Industrial Inspectorate, I(SHTI), for the criminal offense, “Passive corruption of persons exercising public functions”, committed in collaboration, article 259/2 in connection with article 25 of the Criminal Code.
Findings of the investigations

From proactive investigations with special investigative methods, conducted by investigators of the National Bureau of Investigation (BKH), it results that on 1.11.2021, the defendants Olsi Jarazi and Luan Sadikaj, acting as inspectors of the State Technical Industrial Inspectorate (ISHTI), received the monetary amounts of 900,000 (nine hundred thousand) lek and 10,000 (ten thousand) dollars from citizen Julian Suljoti, administrator of a private entity that traded lubricating oils in Korça.

Much of the money was taken to avoid administrative punishment of the private entity, which was carrying out commercial activity without the necessary technical-legal documentation and the relevant license.

Criminal proceedings have been registered on the basis of criminal proceedings, no. 385/1 of 2023 of the Prosecutor's Office at the Court of First Instance of General Jurisdiction in Korça, for the criminal offenses "Active corruption of persons exercising public functions" and "Passive corruption of persons exercising public functions", committed in collaboration, provided for by articles 244, paragraph 2 and 259, paragraphs 2 and 25 of the Criminal Code, which has been brought under the jurisdiction of the Special Prosecutor's Office against Corruption and Organized Crime.
