The Greek-Albanian "alliance" of abuse in the Llogara tunnel: Balluku made the tender, Berberi closed the bargain, the Greek fixed the price

The tender worth 2 million euros, which envisaged the supervision of the works being carried out by the company "Gjoka Konstruksion" for the opening of the Llogara tunnel, is considered by SPAK as one of the most flagrant schemes of financial abuse and clientelism.

A scheme that clearly shows that the tender was and was opened in 2021 by Belinda Balluku's Ministry of Infrastructure, the chairman of the Bid Evaluation Commission was her subordinate Evis Berberi.

The barber met in Tirana cafes and at the state office the Greek engineer, Ioannis Kirkinezis of "Hill International VN", from whom he asked to fix the price of supervision and rig the tender competition, by instigating the Albanian of Valter Begaj's "Net-Group" as a partner.

The SPAK investigation has proven, through messages and the testimony of the Greek engineer, that the entire competition was very badly played. Since the same characters who fixed the conditions of the game, the same ones evaluated and judged, and the same characters were declared winners.

Meanwhile, in the field, a good part of the supervision work from 2022 to 2023, as shown in SPAK's letters, was carried out by 4 engineers Endri Stafa, Enerti Begaj, Enton Bani and Tomorr Spahiu of the company "DAAM", which had lent it through a subcontracting scheme to another company "Net Group".

Both Evis Lam's "DAAM" company and Valter Begaj's "Net Group" are closely linked to each other and are controlled in the shadows by the former director of the Albanian Road Authority, Evis Berberi, the latter a confidant of Belinda Balluku.

According to the investigative file regarding the engagement of engineer Tomorr Spahiu, in providing supervision services in the construction works of the Llogara tunnel, the "Monthly Reports" documentation states that this engineer was declared in the supervisor's organizational chart in the period June 2022-August 2022.

Asked about the services he provided in supervising the works of the Llogora tunnel, Tomorr Spahiu stated that he worked for several months at the beginning of the supervision contract, where he provided his services as a field inspector.

His salary was 150,000 lek net per month, which he received as a salary in his bank account from the companies "DAAM" and "Net Group".

Regarding the above, referring to the minutes of the inspection and receipt of the payroll of engineer Tomorr Spahiu, where it is noted that he was employed by the companies "DAAM" and "Net Group" in June 2022 and the salary of this engineer in these companies has been increasing until August 2022.

While it then decreases again, but according to the supervisor's monthly reports, this engineer is declared as part of the supervisor's staff in the 3-month period of June 2022, July 2022, and August 2022.

In the declaration that the engineer, as well as his declaration that he worked for a short time at the beginning of the contract, it results that Tomor Spahiu offered his services to supervise the works in the Llogara tunnel only during the months of June 2022, July 2022 and August 2022.

Under these circumstances, the cost of the "DAAM" company, during the period from May 2022 to March 2023, the period in which it benefits from the payment from the "Net Group" company for providing engineers to supervise the construction works of the Llogara tunnel, is in the financial value of 1 million 824 thousand lek.

Regarding the above, for the period from the conclusion of the contract with the contracting authority until March 2023, referring to the invoice descriptions, for the services provided until March 2023, the company "DAAM" has benefited from the value of 192 million and 289 thousand old lekë, where as the invoice description it has set "Specialist for the Llogara tunnel".

So, assuming that it has subcontracted its staff to the company "Net Group" so that the staff can provide supervision services for the works in the Llogara tunnel.

The investigation shows that the company "DAAM" has offered the company "Net Group" only the engineers Endri Stafa, Enerti Begaj, Enton Bani and Tomorr Spahiu, having as a cost the value of the salary payment for these engineers in the amount of 16 million and 920 thousand old lekë, a value consisting of salaries during the period August 2022-March 2023).

So, according to SPAK, the profit of the company "DAAM" from this fictitious relationship with the company "Net Group" of Valter Begaj is worth 175 million and 369 thousand old lek.

According to SPAK, these values ??that the company "DAAM" has benefited from through fictitious invoices such as inflating invoices are irregular benefits of citizen Evis Berberi. /SYRI.net
