The Directorate of Government Services has 203 people on staff, who are on standby for vacations, receptions, and escorts of heads of state. This directorate manages the Palace of Brigades, the Palace of Congresses, 10 holiday villas and the Residential Center in Durrës. Every year, this directorate tenders millions of euros for restorations, material purchases, food, and even for luxury services. Fiks Fare researched the tender documents, where it turns out that in recent weeks the winner has been announced for the restoration of Villa No. 5, in Tirana. The value of this tender is 5 million euros. Meanwhile, the same directorate has also opened the tender "reconstruction of Villa No. 31", with a fund of 1 million euros.

But these were not the only expenses. The Directorate has also made several procedures for the purchase of "electrical household equipment and materials", with a fund of 2.5 million ALL. In the accompanying documents, it is required to purchase boiler ironing iron, hand steam iron, roller iron. Also ice machine, hand vacuum cleaner, professional vacuum cleaner, dishwasher, electric stove. Professional washer and dryer. The Directorate of Government Services has also made the tender "equipment, utensils and kitchen tools", with a fund of 5,322,984 ALL. The list of materials is very long. It starts from a series of plates, several types of spoons. Also forks, dessert, meat, fish, fruit, service knives. Several types of glasses, white wine, cognac, brandy, champagne and cocktail glasses. Wine decanter with filter, juicer, professional blender, coffee/milk blender.

Fiksi also browsed the tender documents "hydraulic materials and hydrosanitary equipment for the year 2023" with a fund of 3.2 million ALL. Quality equipment is required to be purchased, from faucets, bathtub faucets, quality shower sets, toilet accessories, etc. The same directorate also made the tender "purchase of electrical materials for the year 2023" with a fund of 3.7 million ALL. Also the procedure for the purchase of detergents, hygiene and sanitary products and accessories to help with cleaning in 2023. The fund of this tender is 7 million ALL.

In the accompanying documents, various detergents are required to be purchased, one of which is anti-grease. Also, detergent for cleaning stainless steel and hydrosanitary appliances, microfiber cleaning cloths, solution against flies and mosquitoes, ultrasound device for insects and rodents. The list also includes air freshener, detergent for cleaning and polishing furniture, solution and device for mosquitoes, stainless steel basket for WC, brush set for WC. Also antibacterial laundry detergent, fabric softener, curtains, covers. Simple toilet paper and professional toilet paper. These papers must be pure cellulose. Also high quality detergents! There is no shortage of toothpaste and toothbrush, head and body shampoo in holiday homes. Or solutions for washing tires and vehicles.

Millions for oil, 25 million for fish, alcoholic beverages...

The next tender that was verified by Fiks Fare was for the purchase of office equipment worth 4.4 million Lek or the tender for the purchase of construction materials with a fund of 8 million Lek. Always, the materials are written to be of high quality! The Directorate has also tendered oil for boilers with a fund of 3.1 million ALL, oil for vehicles with a fund of 17 million. Gasoline for vehicles with a fund of 4 million. Tenders were made for repairs with a fund of 2.3 million, disinfection services with a fund of 2.6 million. The service and spare parts for vehicles has a fund of 7.3 million ALL. The Directorate has allocated an amount of 1 million euros for the air conditioning system in the Palace of Congresses, about 1 million lek for machinery and equipment for work tools. It has also made several tenders for the maintenance of water plants, or even the tender for specialized cleaning of premises and upholstery with a fund of 1 million ALL. He bought a mirror for 60,000 ALL.
Let's move on to food and drink tenders! The Directorate of Services has purchased 1.5 million ALL of local and imported wine, 1 million ALL of canned products. 400 thousand ALL different spices, 3 million ALL fresh vegetables and fruits. They want to buy tropical and non-tropical fruits. They spent 3 million ALL on dairy products and eggs, 2 million on meat products. Also 800 thousand ALL alcoholic beverages. Or even 2.4 million ALL of warm drinks. They are spending 900,000 Lek on dry fruits, 2.4 million Lek on sea products, fish and seafood!

1.5 million Lek went for various food products, 700 thousand Lek for pastry products, jams and marmalades, fruit gelatin; fruit or nut purees and pastes. Milk and cream, honey, cocoa, chocolate and sugar sweets. 3.5 million ALL went to non-alcoholic beverages.

But the expenses for the heads of state do not end here. 1 million ALL was spent on a professional camera and drone. Also, 2 million ALL were spent on services in the framework of travel and accommodation.

Or even 1 million lek for television directing, 1.8 million for rental services with tents and umbrellas, 4 million lek for services with projectors, LED screens, etc. They spent 800,000 Lek on flowers, and 4 million Lek on translation services. 3 million ALL for the production of brochures, invitations, menus, etc.

In the tender documents, the Directorate of Government Services requires materials to be of high quality. But where are they kept and stored? Fiks Fare journalists went to the warehouse of this directory. "I have had plates for 4 years, no one withdraws them. I have blankets in stock. 1 blanket was bought for 500 thousand ALL (old). Even these blankets are not pulled by anyone. I have napkins. 1 napkin was bought for 10,000 ALL (old). 1 blender (vegetable, fruit grinder) that costs 10-15 thousand old Lek in Chams, here it comes to us for 150 thousand Lek. They also brought us aprons by tender. 1 apron costs up to 50,000 (old), and 1 pair of gardening shoes up to 150,000 ALL. I have these in stock and no one withdraws them", she says.

He then tells the journalists of Fiks Fare the quality of the goods that have been purchased with different tenders from the Directorate of Government Services. First for the shower towels. They are of poor quality and are thin. It also shows poor-quality robdishams. The slippers have been in that warehouse for several years and still no one attracts them. There are also uniforms of waiters and cooks that are not of good quality.

Journalists ask him that currently the Directorate of Government Services is making several tenders for goods, mainly those that are stored in those premises. She says that in January 2023, the last tender for kitchen utensils and electrical equipment was held. "I don't understand why they do it again. I have a full warehouse," she says. We ask him if it is worth participating in the next tenders of this directory, he answers that "it is worth it, if it brings a slightly better quality than what is in stock".

So, unlike the tender documents, the warehouses of this directory are full! Most of them are expired goods that no one buys. But the biggest scandal is that these scrap materials were bought several times more expensive than the market prices. The storekeeper even indicated that the tender funds have been inflated.

Millions of euros of goods, the citizens rest only a few days!

Durrës is one of the residences of the governors, where the heads of state go several times a year. Fiksi went to this residence to ask how much the heads of state rest. There are the vacation homes of the heads of state, the Prime Minister, the President, the Speaker of the Assembly , etc.

The journalists of Fiks Fare meet the storekeeper who says that the Prime Minister can only come once a year. "Every time he comes, he is accompanied by the chef, his own staff. He takes the food with him. They cook in the cottage," she says.
