What does the investigation find? Evidence collected from Ministry of Education officials, school principals, and local education offices reveal Ermes' attempt, through the surreal character "Kleas," to interfere with his theater-related projects.
So, clearly two projects were developed in parallel by Ermes with the Ministry of Education, one in Klea Rama's scheme and one under his own name, a request sent for approval electronically a week later after the email for "Let's talk together about the United States", also in September 2023. Because, as he tells Top Channel, the doors without Klea were almost closed.
But when Ermesi, with the Ministry of Education, only reached the first phase of the "National Youth Theater Competition" project, another ministry comes to the fore. The Ministry of Economy, Culture and Innovation, where Ermesi is one of the winners among almost 600 applications for projects in art and culture. The 20-year-old has signed a contract with financial support worth 400,000 new lek, for the organization of a festival with the best student actors.
Now is the time to talk about the issue that has captured the attention of public opinion, shocking it with the level to which the scale of deception can go. But more than the character you created, than the fact of how easily it penetrates Albanian institutions. Can you tell us how Klea Rama was born?
Ermes Hoxhalli: I will tell you that I do not have the authorship of this character.
But you are convicted, you have served time in prison for this crime.
Ermes Hoxhalli : Of course I did, but that doesn't mean that justice is perfect.
Don't you feel guilty?
Ermes Hoxhalli : I feel guilty in part of the matter, I am part of the mud. All the others who were involved in this character's movement should be brought to justice. But they only dealt with me and the stamps I had made from the Embassy. That's it. And I, a madman who did that thing. The essence, the details, the motives were not analyzed. The sessions were closed within 5 minutes, just to close one file and move on to another.
Who should be brought to justice besides you?
Ermes Hoxhalli: This thing originated in the Ministry of Education and then spread to all other educational institutions. Ministry officials must first answer how this project was introduced. The institutions with which I am still in legal proceedings have not shed light on the truth.
But you are the only one condemned, Ermes. How did you accept it so easily when you were not alone?
Ermes Hoxhalli: Justice for me is conscience. I don't know how they sleep, how they live with this burden on their shoulders. Because I have already lifted it from myself.
But how did you become a part of it? How did it start?
Ermes Hoxhalli: I was joined by some people I knew.
How did you perceive it, did it seem like a game, like an idealization of someone you would like to be?
Ermes Hoxhalli : Not as a game, but as a give-and-take relationship for something like this that happened.
Was the benefit monetary, emotional, being around important people?
Ermes Hoxhalli : A lot of everything, a little bit of everything. Maybe this would open doors for me, because I haven't always had doors open.
Can you tell us, going back to the first steps in getting involved in this scheme, what your role was?
Ermes Hoxhalli: My role? It was editing some stamps, posters, photos, emails.
Emails that had content? Who did you talk to, school principals, Ministry representatives?
Ermes Hoxhalli : Emails were simply a very institutional form of content, such as letters, schedules, documents... not confidential relationships with these leaders, as you mentioned.
How did you manage to involve schools on a national level?
Ermes Hoxhalli: By order of the Ministry.
How did you manage to convince the Ministry, just by introducing yourself as the Prime Minister's niece?
Ermes Hoxhalli : The order was given within three days. How is it possible that the order was given so quickly?
Why did you think this identity of Klea Rama needed to be created?
Ermes Hoxhalli : For the surname he had.
It had an effect, as it turned out…
Ermes Hoxhalli: Of course it had an effect. But if Ermes were there and if it came from the minister, it would certainly have an effect. From the deputy minister and the institutions, then all schools are obliged to implement it as a thing. The idea is extremely good, but the false way that it has been presented is wrong, because I have been dealing in parallel with national projects in cooperation with the other Ministry.
Were there any voice communications?
Ermes Hoxhalli: Of course there were, how do you think you can talk for over a year and not have voice calls?
Why did you have to forge the Embassy seals?
Ermes Hoxhalli: To make the process as credible as possible.
What were you thinking at that moment… or didn't you think about it for long?
Ermes Hoxhalli: I didn't think so.
What did you think of the consequences?
Ermes Hoxhalli: Look, when a person is faced with a good thing and to get to it he has to overcome very bad obstacles, he is deceived by the good and is forced to do it without thinking about it in a cold way.
So you believed that students would go on scholarships, would travel to America?
Ermes Hoxhalli : I was the one who made the stamps and I knew they wouldn't go anywhere.
Do you design the tests?
Ermes Hoxhalli: No, the tests came from the Ministry or from the QSHA, make no mistake, they had experience with the Matura exams.
When did you get scared? When did you realize what you were doing?
Ermes Hoxhalli: When I was part of it and this thing was getting really big.
