Albania has expressed concern about Russia's quotas as a permanent member of the Security Council and the UN, at the same time that it was one year since the aggression against Ukraine.
The Portuguese media quotes the Albanian ambassador to the UN as saying that with these attitudes, Russia cannot be in this position where it blocks the action of the UN in armed conflicts.
"Russia can no longer be in the Security Council and the UN," Ambassador Ferit Hoxha was quoted by the Portuguese medium Observador.
According to him, Russia today is not a country that favors peace. "Therefore, it should be outside the Security Council and outside the UN, if we had the means for this."
"Although it is clear that Moscow does not meet the conditions to remain in the United Nations after the serious violations of its Charter with the aggression against Ukraine, there are two aspects that must be taken into account, morality and the law," the ambassador was quoted as saying. Albanian.
"From a moral point of view, it is, of course, a country that does not respect the Charter of the United Nations and Article 2, which provides for accession for peace. Russia today is not a country that adheres to peace. Therefore, Russia should, of course, be outside the Security Council and outside the UN, if we had the means," Ambassador Hoxha said.
The head of the Albanian mission to the UN also referred to the legal procedure that the organization currently provides.
"The legal aspect is that we cannot do this. Because to change the composition of the Council, we need not only two thirds of the United Nations, but also the five permanent members. So I don't see the possibility that Russia will vote against itself," said Hoxha.
The Albanian representative at the UN is quoted as having also assessed that he does not see any possibility for peace at this moment.
"I think this war of choice started by Russia and maybe by one person in Russia (Vladimir Putin) is at a kind of point of no return. (…) We see that Russia is still convinced that Ukraine should not exist, that Ukrainian territory can be Russian, and they have officially annexed four new territories, in addition to Crimea. Therefore, we see no opportunity, no desire for negotiations now," said Ambassador Hoxha.
However, anticipating that the spring will bring news about the assessment of new negotiation opportunities, Ambassador Hoxha is quoted as having brought the example of the European Union as the only organization in the world currently that realizes the prevention of conflicts.
The highest leaders of the European Union have continuously expressed the right role that Albania is playing with this mandate in the Security Council of the United Nations, thus supporting a channeling of energies for peace coming from Europe.
